I think it must be clearly mentioned that you are comparing with overall average and not individual average of states.
The language is misleading and suggests that it requires states' individual average

Ans: (b) Average production in 1992–93


Clearly states A,C and E show below average production in 1992 – 93 and states A,B and E above average production in 1993 – 94.

Comman state is A and E. so, answer is 2
