question interpretation wrongly done (Question: 115821.2 )

It is asked which state considers millet as the most important product and not which state produces the highest amount of millet. so we have to compare each states milet production with the other productions of the same state and find who gives more importance to millet. isnt it? correct me if am wrong.

Solution:
Ans: (b)

Millet's Production in state Q is the highest. Therefore we can say millet was the most important food in state Q.
