When converted into the passive/active voice
becomes,
This is impossible to be done.
we may also use the sentence
"This was impossible to be done"
But was is only used to indicate the past tense..thus if we use was we are hinting that....this was impossible before but it may/maynot be possible in after, thus creating an ambiguity.
