please explain (Question: 237505.0 )

the letter was not even opened by him would be the answer to 'He did not even open the letter'.the word 'never' shows past continuous tense.please discuss

Question:
DIRECTIONS: In the following question, a sentence has been given in Active/Passive Voice. Out of the four alternatives suggested, select the one which best expresses the same sentence in Passive/Active Voice.


He never even opened the letter.

Options:
A) The letter was not even opened by him
B) The letter is  not even opened by him
C) The letter was not even open by him
D) The letter had not been even opened by him
Solution:
Ex: (a) would be the correct sentence in passive form for the given sentence.

Tense is simple past...in past continuous was/were+ first form of verb+ing are used
