Please explain from the last 3rd line

Question:

The Delhi-Jaipur Express train can move at 45 kmph without its wagons and the speed is diminished by a constant rate that varies as the square root of the number of wagons attached. If speed of trains is 30 kmph with 9 wagons, what is the maximum number  of wagons that can be attached to move train ?

0=45-5\/w
W=81.
But at this much wagons... train stops. So 1 wagon is removed.

If we attach 81 wagons. The spped will become 0 that means the train won't move at all hence, in order to move the train we need to remove one wagon. Hope that explians.
