Could you help me understand when use 'no other than' and 'no other but'...?

Question:
DIRECTIONS: A sentence/ a part of the sentence is underlined. Below are given alternatives to the underlined part at (A), (B), (C) which may improve the sentence. Choose the correct alternative. In case no improvement is needed, your answer is (D).

It could be argued that the most significant virtue of a popular democracy is not the right to participate in the selection of leaders, but rather that it affirms our importance in the scheme of things.

Solution:
Ans: (a) The sentence talks about the defining characteristic of popular democracy, contrasting the stark difference between the two aspects, telling it is not a right  but an assertion of our importance. So, (A) should replace the underlined part.

Dear Student,

We use no other than to emphasize the name of a person or thing when something about that person or thing is surprising in a particular situation.

Example-

He called together all his employees and announced that the manager was none other than his son.

No other but means only.

Example-

Non other but a dedicated scientist would want to read such a detailed report.
