The very simple physics, water vapour has lower density than air and thus lighter than air. When water is heated and get converted into vapour it rises up due to density difference and remain there until they are cooled by air and consequently get converted into water. You can observe this in ur kitchen also. Boil the water and see vapours going upward. They will never go down or accomodate there.
