need expl (Question: 190819.0 )

in the past if two actions are completed then we use past perfect. but one of those action is in progress so we use only past tense
Ex; he was waiting for the bus when i saw him.

Solution:
Ans: (c) In this sentence we will use simple past after when because the sentence is in past continuous tense.
