no. are not arranged in proper series so how the ans. is 91 and not getting proper relation between these nos.

Ans: (b) Pattern is we have to add the single digits and then add on to the next number.

The logic behind that is given below,
next number= previous number + sum of digits of prev number
38 = 28+(2+8).
