We use the word acknowledge when we know that something is necessarily happening and we have no option left but to accept it, address it. Unless we are ignorant enough to overlook it.
But in the sentence its clearly stated .................(-----_ ) weather the benefits of economic growth are shared with poor.
Here the contrasting word used is "Weather" and it may indicate something happening and something not happening. So, we dont know for sure.
Thus we cannot use the word acknowledge here.
First we will study and then if its existence is confirmed, then we will acknowledge it.
