The 2nd sentence is
Madhur told his sister that before going to Delhi, he would meet Sushila
Let's divide this sentence in 3 parts
Madhur told his sister/that before going to Delhi/he would meet Sushila
If you look carefully it may appear that Madhur may be implying about the 3rd person
instead he has to talk about himself
Thus option (a) is correct
