The torsion equation for circular members is as follows:
G phi / L = T / J = t / r

where
G = shear modulus
phi = angle of twist of the cross-section
L = length of the member
T = twisting moment
J = polar moment of inertia
t = shear stress at a given location
r = radial distance at that location
