I need your view on this (Question:115885.0)

Yes I totally agree that DPSP(Art 36-51) is the answer looked for by the person framing the question. But at the same time as a person answering this question, I see Article 36-48 is best suited answer though not in full. In fact article 36-48 is actually a part of DPSP and not anything more than the matter in question.
