16 can be written as 2*2*2*2 = 2^4

so, 16^0.31 = (2^4)^0.31 = 2^(4*0.31)

4 can be written as 2*2 = 2^2

so, 4^1.38 = (2^2)^1.38 = 2^(2*1.38)

Hence, 16^0.31 * 4^1.38 * 2^3 = 2^(4*0.31) * 2^(2*1.38) * 2^3

Remember the formula of Surds and indices: (a^m)^n = a^(mn)
