Let the original price= X Rs.
New price= 1116 Rs
means
90% = 1116
100%= (1116/90)*100=1240

Original price= 1240

let Y rs be the price of per Kg of sugar -
1240/Y= 1116/Y+6.2
1240/Y-1116/Y= 62/10
124/y= 62/10
Y= 20 Rs/kg
