When we use "decline of standards".
We mean decline of total standards and not just a particular segment of standards but all the segments considered as a whole. But, when we use "Decline in standards" we have the official permission to dwell in the insider category of the particular segment of standards. There we can correlate/compare one segment of standard with other.
