if it is 3gms in 1000 tons it means it is a cheap source

Question:

The oceans are a storehouse of practically every mineral including Uranium. But like most other minerals, it is found in extremely low concentration of about 3 grams per 1000 tonnes of water.

we are talking about source and not the cost of extraction.so, i think conclusion 1 follows

If something is available in the ocean, it doesn't necessarily mean that it can be extracted easily. we can say that it is abundant etc. But it cannot be concluded that it is cheap. Extraction costs are unknown. Also, the fact that it is present in extremely low concentrations implies that extraction could be costly. Easily = Cheap. Most extraction processes can go very expensive
