respected sir could and can is not used with able if correct me if i am wrong

Question:

DIRECTIONS: In the given questions a part of the sentence is in bold. Below are given alternatives to the bold part at (A), (B), (C) and (D) which may improve the sentence. Choose the correct alternative.

Solution:

Ans: (a)

"Able to" and "can" means the same, so we must not put them together else it will be superfluous.

"Must" shows hundred percent chances, hence (a) is the correct option.
