Dear Student,
The given answer is correct.
18000 workers each was not the part of question , it was a conditional statement that was given only for 1st question.
Here no total workers and also ratio of workers is not given , so answer cannot be determined.

Cant be determined is corect. Becaz, ratio of total number of workers is not given. So one cant take is as direct 40/80x100
