"To deliver on" sounds a little bizarre to me. 'To deliver something' is okay..Please clarify

Question:

Solution:
Ans(b): (B) ‘To deliver on’ should replace the underlined part in order to improve the sentence. To deliver on means to do something one has promised or is expected to do. So, it is the only correct choice from the given options.
