Lets look at the sentence carefully
The children laughed at the funny bird
The sentence is indicating that children had already laughed at the bird....and not that they were laughing at the word. So the laughin event has already taken place. Thus
When the sentence is converted to the passive/active voice we will use
The funny bird was already laughed at by the children.
