Paramount Team, you just said that because outdoors is plural, that's why you are using a plural verb, but do you even know what the subject is here? Outdoors is not the subject of the sentence, the 'decision' (whether to shoot indoors or outdoors) is the subject of the sentence. Don't force your wrong answer key down our throats.
