put x=1 , y=3, z=9 and r=3

all the conditions are satisfied
xy= 1 *3 = 3 = r
yz = 3*9 = 27 = r^3
xz = 1* 9 = 9 = r^2
x+y+z=1+3+9=13
x^2 + y^2 + z^2 = 1 + 9 + 81 = 91

Hence, ans should be z=9

yes z=3 can be correct if (xy=r , yz=r^3 and xz = r^2) is not given in the question

Question:

If xy = r, yz = r3, xz = r2, also x + y + z = 13 and x2 + y2 + z2 = 91, then what is the value of z : y?

According to your given solution , y = 3 and z=9 , then also z /y = 9 /3 = 3
