Shouldn't it be banished? Outlaw is same as brigand- the one who has broken a law whereas banished is the one who has been thrown out of the country. The protection of the law is for the citizens of a country and the banished is not one now whereas a criminal (outlaw, brigand, etc) has the protection of the law as long as he is a citizen.

Banish does not mean to take away his citizenship ... outlaw is correct option
