Solution:
William Wedderburn presided over the 1908 Session of the Indian National Congress held at Allahabad. Wedderburn was a Scottish civil servant, serving in the Indian Civil Services, but had to retire due to peer pressure in 1887 when he had sought to promote the development of local self-government by Indians and to give equal status to Indian Judges on the suggestion of Lord Ripon. He was seen as helping Indian aspirations instead of loyally serving the British Raj.
