Then how does 'All enjoy heavy rain' = 'kho chi ki' or 'da su'. only 'kho chi ki' is the answer.. There is no 'to' in above statement

Question:

DIRECTIONS: Study the following information to answer the given questions.

In a certain code language, 

‘heavy rain leads to rivers full’ is written as ‘nip tip vo ki su da’,

‘full enjoy in rain’ is written as ‘chi su pit tip’, 

‘all rivers in danger’ is written as ‘zo pit nip kho’, 

‘rain leads all cool’ is written as ‘vo su phi kho’.

What is the code for ‘all enjoy heavy rain"? 
Options:
A) chi kho ki su
B) su da kho chi
C) vo kho su chi 
D) Either (1) or (2)

Solution:

heavy rain leads to rivers full = nip tip vo ki su da _____(1)
full enjoy in rain = chi su pit tip _____(2)
all rivers in danger = zo pit nip kho _____(3)
rain leads all cool = vo su phi kho _______(4)
From (2) and (4),rain = su
From (1) and (4),leads = vo
From (1) and (3),rivers = nip
From (2) and (3),in= pit
From (3) and (4), all = kho 
So, from (3),danger = zo
From (4),cool = phi
From (1) and (2), full= tip 
From (2),enjoy = chi
From (1), heavy to = ki da
