i have a doubt, here a collegium of supreme court judges is a singular subject therefore we must use respected verb with it??? shouldn't we?

Question:
DIRECTIONS: The following sentences are fragmented into five parts one of which may have a grammatical error. Find out the mistake and mark the answer accordingly. If you do not find any error mark option (e) as your answer.

From 1993, a collegium of senior most judges of the Supreme Court have had the decisive say in selecting judges to the Supreme Court and high courts.

Options:
A) From 1993, a collegium of senior most
B) judges of the Supreme Court have had
C) the decisive say in selecting judges to
D) the Supreme Court and high courts.
E) No error
Solution:
Ans: (a) From 1993, a collegium of senior most

It should be “ Since 1993 , a collegium …..”

Broadly categorising 'since' is used to denote a time in the past, while 'from' is used for time to come in future.

Since (adverb) means from a particular time in the past until a later time, or until now:

Eg: Emma went to work in New York a year ago, and we haven't seen her since.

He started working for the company in 1995, and has been there ever since

Hostilities between the two groups have been in abeyance since last June.

Their movements have been severely circumscribed since the laws came into effect.

Your piano playing has really come on since I last heard you play.

The sentence is correct it has been taken from an article of The Hindu dated OCTOBER 05, 2016 under the heading, 'To be truly transparent'
Since then, a collegium of three/five senior-most judges of the Supreme Court have had the decisive say in selecting judges to the Supreme Court/high courts.
