The sentence starts in past tense (a), and sntences (b) and (c) are in present tense so why sentence (a) is not the correct answer for this question number 6?

Question:

DIRECTIONS: Read each sentence to find out whether there is any grammatical or idiomatic error in it. The error, if any, will be in one part of the sentence. The number of that part is the answer. If there is ‘No error’, the answer is (e).

The political leader’s contention was that (a)/ no one is sure who is right and (b)/ whom are wrong on (c)/ the Jammu and Kashmir situation. (d)/ No error (e)
Options:
A) (a)
B) (b)
C) (c)
D) (d)
E) (e)
Solution:
The correct answer is (c). The error lies in the use of the words ‘whom are’ which needs to be replaced by ‘who is’ to make the sentence grammatically correct.
