it should be 9:16
coz in the question it is said "what is the ration in which the water is mixed with milk " so portion of water will come first .

Question:
A person has a chemical of Rs.25 per litre. In what ratio should water be mixed so that on selling the mixture at Rs.20 per liters he may get a profit of 25%?
Options:
A) 14:9
B) 16 : 9
C) 9:14
D) 9 : 16
E) None of these
Solution:

C.P. = 100(100 + P%) × S.P. = \(\cfrac{100}{125}\) × 20

= Rs.16 /ltr
