Answer should be D: clearly mentioned in para 2, 2nd line

Question:

DIRECTIONS: Read the following passage to answer the questions based on them. Some words/phrases are printed in bold to help you locate them while answering some of the questions.

In recent years, the issue of reservation has generated tremendous competition between disadvantaged groups and between political parties hoping to gain their support. With the approaching assembly elections in UP, reservation for Muslims has gained added political significance, particularly for a Congress hoping to revive its minority base.

The Muslim community, constituting 18% of the population, which had supported the Congress during its period of dominance, today forms a significant part of the support base of the SP and the BSP. Hoping to dent the base of these parties, Rahul Gandhi has promised Dalit Muslims a share in the 27% reservations provided to OBCs. This is a demand the All-India United Muslim Morcha has been making for the past 18 years.

As OBC is a constructed identity covering numerous castes and classes at various socioeconomic levels, any attempt to provide greater benefit to the most deprived sections within it should be beneficial. However, Dalit Muslims face two problems that may not allow many of them to benefit. Most variables indicate that both Muslim-OBCs and Dalit Muslims are very deprived socioeconomically in comparison with Hindu-OBCs.

Literacy rates are much below the national average; they reside largely in rural areas and their human development levels are much lower. Consequently, only a tiny, relatively better-off section of Dalit Muslims will be able to make use of the reservations. Second, they will face considerable opposition from the Hindu-OBC category given the intense competition for the limited jobs and resources available.

Within the OBCs, the experience of the most backward castes to whom benefits have not reached provides a good example. The issue of reservations will also figure in the electoral campaign with parties indulging in competitive populist promises.

The SP has long tried to mobilise Muslims; the BSP has increased its budget for minority welfare and the Congress hopes to regain their support. In sum, the issue of reservations has become highly politicised with little benefits actually reaching the section to which promises are made.
