Borders in Excel are formatting attributes of the individual cells in a worksheet. They are independent of Gridlines - which by default do not print - and there is no option for a Page Border within the program. Further, a Style is a cell formatting feature, so even if you have created a custom Style it would have to be applied to any cells which need be formatted based on what the Style definition calls for. Based on no more than your message describes it's difficult to tell exactly what you may have accomplished using Format> Style but it would not result in a "border around a page".
A Page Border is a printing option available in the Print dialog. Open the Copies & Pages list, select Layout, then choose from the options in the Border: list.
