The answer of this question should be 'ALLUDING'.
Because 'refer' means when we directly point out at something.
And in this case the sense is of indirectly pointing out at something, and in that case we use 'alluding'..

DIRECTIONS: A part of the sentence is in bold. Below are given alternatives to the bold part at (A), (B), (C) and  (D) which may improve the sentence. Choose the correct alternative. 


When the Prime Minister said this, we know whom he was eluding to.

Options:
A) referring
B) citing 
C) hinting
D) No improvement
Solution:
Eluding - (To avoid or escape)

Referring – (To direct attention usually by clear and specific mention).

'Referring' is the most appropriate word that should be used in place of 'Eluding'.
