well let me explain, I don't know about the formula but concept,
in between 1-hour minute hand moves 20 degrees and hor hand moves
2 degree, now what will be the scenario, look at the watch the distance from 11 to 6( as it is 11:30) will be 7 slots each covering 30 degrees so it will be 210 degrees on a whole. now as hor hand is not at 11 at the moment, it would have moved by 15 degrees so 210-15= 195degree, this is the actual distance between the hour and the minute hand.
now reflex angle is 360- 195= 165 so either reflex angle is 165 or 195, in no way possible is this answer correct. I don't know about the formula of yours but my concept is pretty clear on this.

The reflex angle between the hands of a clock at 11:30 is?
Options:
A) 200o
B) 195o
C) 300o
D) 360o
Solution:

At 11:30, the minute hand is at 6 and it makes an angle = 6*30 = 180 deg from 12.

At 11:30, the hour hand is between 11 and 12 and it makes an angle = (11*30)+(30*30)/60 = 330+15 = 345 degree.

At 11:30, the minute hand and the hour hands make an angle = 345–180 = 165 deg from 12. And the larger reflex angle = 360–165 = 195 degree.
