what is wrong with "i had told him" ???
telling something is a different action, and he doesnt want to participate was just an info that he was telling.
info has nothing to do with the tense of the sentence.
tense of the sentence should be determined by the main action being done by the subject.

Ex: “It should be “ I told him yesterday that  I did not …..”It should be in past simple tense.

Yesterday/ago like these shouldn't be preceded by 'have/had'. It should be in simple past.

past action with mention of time in any sentence means, simple past is preferred over other tenses
