Fine complexion is vague. word complexion is used to convey skin colouring. So fair complexion points to a light colour of skin, but fine complexion points to some shade that looks well, but shade itself can't be determined for sure. It becomes vague W.r.t human skin , which could be only 2 complexion, fair or dark. there is nothing like fine complexion.
