as per the mixture & alligation rule, the cheaper one has to be at left side and the dearer one has to be at right side. In that way the answere will be 9:16.
Moreover, the answere is in ratio. It is not clear, whether it is water:milk or milk:water.

Question:
A person has a chemical of Rs.25 per litre. In what ratio should water be mixed so that on selling the mixture at Rs.20 per liters he may get a profit of 25%?
Options:
A) 14:9
B) 16 : 9
C) 9:14
D) 9 : 16
E) None of these
Solution:

C.P. = 100(100 + P%) × S.P. = \(\cfrac{100}{125}\) × 20

= Rs.16 /ltr
