वरिष्ठ चीनी राजनयिक झांग मिंग ने एससीओ के महासचिव का कार्यभार संभाला

• चीन के वरिष्ठ राजनयिक झांग मिंग ने शंघाई सहयोग संगठन (SCO) के नए महासचिव के रूप में कार्यभार संभाला है, जिसमें भारत एक सदस्य है। उन्होंने तीन वर्ष के कार्यकाल के लिए उज्बेकिस्तान के पूर्व विदेश मंत्री व्लादिमीर नोरोव से कार्यभार संभाला है। वह हाल तक यूरोपीय संघ में चीन के राजदूत थे।

केंद्रीय मंत्री डॉ जितेंद्र सिंह ने हैदराबाद में ई-गवर्नेंस पर 24वें राष्ट्रीय सम्मेलन को संबोधित किया

• केंद्रीय विज्ञान और प्रौद्योगिकी मंत्री, डॉ जितेंद्र सिंह ने हैदराबाद, तेलंगाना में ई-गवर्नेंस पर 24 वें राष्ट्रीय सम्मेलन का उद्घाटन किया। दो दिवसीय सम्मेलन का विषय 'इंडियाज टेकडे: डिजिटल गवर्नेंस इन ए पोस्ट पेंडेमिक वर्ल्ड' है। सम्मेलन का आयोजन प्रशासनिक सुधार और लोक शिकायत विभाग (DARPG) और इलेक्ट्रॉनिक्स और सूचना प्रौद्योगिकी मंत्रालय (MeitY) द्वारा तेलंगाना राज्य सरकार के सहयोग से किया गया है।
• यह सम्मेलन देश भर में ई-गवर्नेंस पहलों को काफी गति प्रदान करेगा, जिससे सिविल सेवकों और उद्योग के कप्तानों को ई-गवर्नेंस में अपने सफल हस्तक्षेपों को प्रदर्शित करने के लिए एंड टू एंड सर्विस डिलीवरी में सुधार करने का अवसर मिलेगा। 28 राज्यों और 9 केंद्र शासित प्रदेशों के प्रतिनिधि, अकादमिक, अनुसंधान संस्थानों, आईटी उद्योग के साथ-साथ वर्चुअल मोड के माध्यम से सम्मेलन में भाग लेंगे।

चुनाव आयोग ने विधानसभा चुनाव से पहले उम्मीदवारों के लिए खर्च की सीमा बढ़ाई

• भारत के चुनाव आयोग ने मुद्रास्फीति में वृद्धि के कारण संसदीय और विधानसभा क्षेत्रों में उम्मीदवारों के लिए मौजूदा चुनाव व्यय सीमा में वृद्धि की है। नई सीमाएं देश में सभी आगामी चुनावों में लागू होंगी। चुनावी खर्च की सीमा में पिछला बड़ा संशोधन 2014 में किया गया था। 2020 में इसे और 10% बढ़ा दिया गया। चुनाव आयोग ने लागत कारकों और अन्य संबंधित मुद्दों का अध्ययन करने और उपयुक्त सिफारिशें करने के लिए एक समिति का गठन किया था।
• बड़े राज्यों में संसदीय चुनाव खर्च की सीमा 70 लाख से बढ़ाकर 95 लाख और छोटे राज्यों में 54 लाख से 75 लाख कर दी गई है।
• बड़े राज्यों में महाराष्ट्र, मध्य प्रदेश, उत्तर प्रदेश, पश्चिम बंगाल और कर्नाटक शामिल हैं।

गुजरात ने छात्र स्टार्ट-अप और नवाचार नीति का दूसरा संस्करण लॉन्च किया

• गुजरात के मुख्यमंत्री भूपेंद्र पटेल को अगले पांच वर्षों के लिए "छात्र स्टार्ट-अप और नवाचार नीति 2.0" लॉन्च किया गया है। नीति में राज्य के सभी विश्वविद्यालयों में सक्रिय नवाचार और ऊष्मायन केंद्रों की स्थापना के प्रावधान शामिल हैं। नीति का लक्ष्य 1,000 उच्च शिक्षा संस्थानों और नवाचार और उद्यमिता के 10,000 स्कूलों में 50 लाख छात्रों को शामिल करना है। नीति का उद्देश्य छात्रों द्वारा विकसित अवधारणाओं और प्रोटोटाइप के 10,000 प्रमाण और स्कूली बच्चों द्वारा विकसित अवधारणाओं के 1,000 प्रमाणों को सहायता देना भी है।

सी ड्रैगन अभ्यास के लिए भारत क्वाड पार्टनर्स, जापान और दक्षिण कोरिया में शामिल हुआ:

• भारत और कनाडा और दक्षिण कोरिया के साथ चतुर्भुज सुरक्षा वार्ता या क्वाड में उसके सहयोगी पश्चिमी प्रशांत में गुआम में बहुराष्ट्रीय अभ्यास सी ड्रैगन 2022 में भाग ले रहे हैं। अभ्यास में भाग लेने वाले छह देश संयुक्त राज्य अमेरिका, ऑस्ट्रेलिया, कनाडा, भारत, जापान और दक्षिण कोरिया हैं।

 नियुक्ति एवं इस्‍तीफे

केंद्र ने विजय पॉल शर्मा को CACP के अध्यक्ष के रूप में फिर से नियुक्त किया

• पांच वर्ष का कार्यकाल पूरा होने के बाद पिछले वर्ष मई में पद छोड़ने के बाद केंद्र ने विजय पॉल शर्मा को कृषि लागत और मूल्य आयोग (CACP) के अध्यक्ष के रूप में फिर से नियुक्त किया है। न्यूनतम समर्थन मूल्य (MSP) और अन्य सुधारों पर प्रस्तावित समिति में CACP अध्यक्ष की भूमिका महत्वपूर्ण होगी। शर्मा, भारतीय प्रबंधन संस्थान, अहमदाबाद में कृषि प्रबंधन केंद्र में प्रोफेसर हैं, उन्हें पहली बार जून 2016 में सीएसीपी का अध्यक्ष नियुक्त किया गया था।
• 1965 में स्थापित कृषि लागत और मूल्य आयोग, भारत सरकार के कृषि मंत्रालय के तहत एक शीर्ष सलाहकार निकाय है। यह एक विशेषज्ञ निकाय है जो विभिन्न कारकों को ध्यान में रखते हुए न्यूनतम समर्थन मूल्य (एमएसपी) की सिफारिश करता है।

तीसरे राष्ट्रीय जल पुरस्कार में उत्तर प्रदेश को प्रथम पुरस्कार मिला

• केंद्रीय जल शक्ति मंत्री गजेंद्र सिंह शेखावत ने वर्ष 2020 के लिए तीसरे राष्ट्रीय जल पुरस्कार के विजेताओं की घोषणा की है। राष्ट्रीय जल पुरस्कार 2020 में उत्तर प्रदेश को जल संरक्षण प्रयासों में सर्वश्रेष्ठ राज्य के रूप में चुना गया है। इसके बाद क्रमशः राजस्थान और तमिलनाडु का स्थान है। पुरस्कार एक प्रशस्ति पत्र, ट्रॉफी और नकद पुरस्कार के साथ आता है। उत्तर प्रदेश के मुजफ्फरनगर को उत्तरी क्षेत्र में सर्वश्रेष्ठ जिला का पुरस्कार मिला, उसके बाद पंजाब में शहीद भगत सिंह नगर को मिला।
• जल संसाधन प्रबंधन के क्षेत्र में अनुकरणीय कार्य करने वाले व्यक्तियों और संगठनों को पहचानने और प्रेरित करने के लिए जल शक्ति मंत्रालय द्वारा 2018 में राष्ट्रीय जल पुरस्कार की शुरुआत की गई थी।

• हार्पर कॉलिन्स पब्लिशर्स इंडिया एक नई किताब प्रकाशित करने के लिए तैयार है जिसका शीर्षक "ममता: बियॉन्ड 2021", राजनीतिक पत्रकार जयंत घोषाल द्वारा लिखित और अरुणव सिन्हा द्वारा अनुवादित है। पुस्तक के विमोचन की घोषणा 5 जनवरी 2022 को पश्चिम बंगाल की मुख्यमंत्री (सीएम) और तृणमूल कांग्रेस (टीएमसी) पार्टी की नेता ममता बनर्जी के जन्मदिन पर की गई थी। पुस्तक इस बात की पड़ताल करती है और जांच करती है कि भारतीय जनता पार्टी (भाजपा) 2021 के पश्चिम बंगाल चुनाव में क्यों हार गई।

SBI जनरल इंश्योरेंस ने लॉन्च किया #BahaneChhodoTaxBachao; स्वास्थ्य बीमा के साथ टैक्स बचाएं पर एक अनोखा वोक्स पॉप अभियान

• भारतीय स्टेट बैंक जनरल इंश्योरेंस कंपनी लिमिटेड ने टैक्स बचाने के लिए स्वास्थ्य बीमा खरीदने की आवश्यकता के बारे में जागरूकता बढ़ाने के लिए '#BahaneChhodoTaxBachao' नामक एक अभियान शुरू किया है। यह स्वास्थ्य बीमा को चुनने के अन्य लाभों पर भी प्रकाश डालेगा। इस अभियान का उद्देश्य इस बारे में जागरूकता बढ़ाना है कि कैसे स्वास्थ्य बीमा खरीदने से लोगों को टैक्स बचाने में मदद मिल सकती है जो सभी भारतीयों के लिए वित्तीय वर्ष की अंतिम तिमाही में महत्वपूर्ण और मौसमी है। अभियान स्वास्थ्य बीमा को चुनने के अन्य लाभों को भी रेखांकित करेगा।
• अभियान एक विचित्र वोक्स पॉप प्रारूप में है जिसमें एंकर रुद्राक्ष सिंह उर्फ रूडी को मुंबई, बैंगलोर, दिल्ली और कोलकाता जैसे प्रमुख शहरों में यात्रा करते हुए देखा जाता है और लोगों को स्वास्थ्य बीमा न खरीदने/चुनने का सबसे बड़ा बहाना मांगता है। यहां विचार स्वास्थ्य बीमा का विकल्प न चुनने के लिए 'भारत का सबसे बड़ा बहाना' खोजने का है। स्वास्थ्य बीमा न केवल एक चिकित्सा आपात स्थिति को रोकता है बल्कि आयकर अधिनियम, 1961 की धारा 80डी के तहत कर बचाने से भी लाभान्वित होता है।

ओमीक्रोन के प्रसार के कारण वित्त वर्ष 2012 में सकल घरेलू उत्पाद की वृद्धि को 10 आधार अंकों तक कम किया गया: Ind-Ra

• रेटिंग एजेंसी इंडिया रेटिंग्स एंड रिसर्च ने चालू वित्त वर्ष 2021-2022 के लिए भारत की जीडीपी को डाउनग्रेड कर दिया है। Ind-Ra को उम्मीद है कि वित्त वर्ष 2022 में सकल घरेलू उत्पाद की विकास दर 9.3% y-o-y होगी। पहले यह अनुमान 9.4% था। इस बीच, ब्रिकवर्क्स रेटिंग्स ने भी चालू वित्त वर्ष (FY22) के लिए भारत के सकल घरेलू उत्पाद के विकास के अनुमान को संशोधित कर 8.5-9% कर दिया है। पहले यह 10% अनुमानित था। ओमाइक्रोन वैरिएंट का तेजी से प्रसार जीडीपी विकास अनुमानों को डाउनग्रेड करने का मुख्य चालक है।

Senior Chinese diplomat Zhang Ming takes charge of Secretary-General of SCO

• China’s senior diplomat Zhang Ming has taken charge as the new Secretary-General of the Shanghai Cooperation Organisation (SCO) in which India is a member. He has taken charge from Vladimir Norov, former Foreign Minister of Uzbekistan for a three-year term. He was until recently China’s ambassador to the European Union.
• The SCO comprises eight member states: India, Kazakhstan, China, the Kyrgyz Republic, Pakistan, Russia, Tajikistan and Uzbekistan. It also comprises four countries with “observer” status and six more as “dialogue partners”. India joined SCO at the Astana summit in 2017. 2022 will be an important year for India at SCO as, for the first time, it will assume the presidency of SCO, after Uzbekistan, for the period 2022-2023 which will culminate with the SCO Summit to be hosted by the Indian side in 2023. The SCO Summit is the meeting of the Council of Heads of States (HOS) and along with the Council of Heads of Government (HOG) makes two most important dialogue mechanisms among SCO member states.

Union Minister Dr Jitendra Singh addressed 24th National Conference on e-Governance in Hyderabad

• Union Minister of Science and Technology, Dr Jitendra Singh has inaugurated the 24th National Conference on e-Governance in Hyderabad, Telangana. The theme of the two-day Conference is ‘India’s Techade: Digital Governance in a Post Pandemic World’. The conference has been organised by the Department of Administrative Reforms & Public Grievances (DARPG) and the Ministry of Electronics & Information Technology (MeitY), in association with the State Government of Telangana.
• The conference would provide considerable momentum to the e-governance initiatives across the country, providing opportunities for civil servants and industry captains to showcase their successful interventions in e-governance in improving end to end service delivery. Delegates from 28 states and 9 Union Territories along with academia, research institutions, IT industry would be participating in the conference through virtual mode.

 EC hikes expenditure limits for candidates ahead of Assembly polls

• The Election Commission of India has increased the existing election expenditure limit for candidates in Parliamentary and Assembly constituencies, due to the rise in inflation. The new limits will be applicable in all upcoming elections in the country. The previous major revision in the election expenditure limit was done in 2014. It was further increased by 10% in 2020. EC had formed a Committee to study the cost factors and other related issues, and make suitable recommendations.
• The ceiling on parliamentary poll expenditure has been raised from 70 lakh to 95 lakh rupees in bigger states and 54 lakh to 75 lakhs in smaller states.
• The bigger states include Maharashtra, Madhya Pradesh, Uttar Pradesh, West Bengal and Karnataka.

 Gujarat launched second edition of the student start-up and innovation policy

• Gujarat Chief Minister, Bhupendra Patel has been launched “Student Start-ups and Innovation Policy 2.0 (SSIP-2.0)” for the next five years. The policy contains provisions for the establishment of active innovation and incubation centres in all universities in the state. The policy aims to cover 50 lakh students across 1,000 higher education institutes and 10,000 schools of innovation and entrepreneurship. The policy also aims to give assistance to 10,000 proof of concepts and prototypes developed by the students and to 1,000 proof of concepts developed by school children.

India joins Quad partners, Japan and South Korea for Sea Dragon exercise

• India and its partners in the Quadrilateral Security Dialogue or Quad along with Canada and South Korea are participating in the multinational exercise Sea Dragon 2022 at Guam in the Western Pacific. The six nations that are participating in the exercise are the United States, Australia, Canada, India, Japan and South Korea.
• The exercise, primarily focused on anti-submarine warfare (ASW) training, will involve more than 270 hours of in-flight training and activities ranging from tracking simulated targets to tracking a US Navy submarine. Each event will be graded and the country scoring the highest points will receive the Dragon Belt award.
• Sea Dragon 22 focuses on anti-submarine warfare (ASW) training and excellence, which includes everything from tracking simulated targets to tracking a genuine US Navy submarine. Pilots and flight officers from all around the world develop strategies and discuss tactics in training sessions that take into account their individual countries’ skills and equipment.

Centre Re-Appoints Vijay Paul Sharma as Chairman of CACP

• The Centre has re-appointed Vijay Paul Sharma as the chairman of the Commission for Agricultural Costs & Prices (CACP) after he relinquished the post in May last year following completion of the five-year tenure. The role of the CACP chairman will be crucial in the proposed committee on the minimum support price (MSP) and other reforms. Sharma, a professor at the Centre for Management in Agriculture at the Indian Institute of Management, Ahmedabad, was appointed CACP Chairman for the first time in June 2016.
• The Commission for Agricultural Costs and Prices, established in 1965, is an apex advisory body under the Ministry of Agriculture, Government of India. It’s an expert body that recommends the Minimum Support Prices (MSPs) by taking into consideration various factors.

Uttar Pradesh awarded first prize in 3rd National Water Awards

• Union Minister of Jal Shakti, Gajendra Singh Shekhawat has declared the winners of the third National Water Awards for the year 2020. Uttar Pradesh has been adjudged as the Best State in water conservation efforts in the National Water Awards 2020. It is followed by Rajasthan and Tamil Nadu respectively. The award comes with a citation, trophy and cash prize. Muzaffarnagar in Uttar Pradesh received the best district award in the northern zone followed by Shahid Bhagat Singh Nagar in Punjab.
• The National Water Award was launched by the Jal Shakti Ministry in 2018 to recognise and motivate individuals and organizations doing exemplary work in the field of water resources management.

Book “Mamata Beyond 2021” authored by Jayanta Ghosal

• HarperCollins Publishers India is set to publish a new book titled “Mamata: Beyond 2021”, authored by political journalist Jayanta Ghosal and translated by Arunava Sinha. The announcement about the release of the book was made on 5th January 2022, the birthday of Mamata Banerjee, the Chief Minister (CM) of West Bengal and the leader of the Trinamool Congress (TMC) party. The book explores and examines why the Bharatiya Janata Party (BJP) lost the 2021 West Bengal Election.

SBI General Insurance launched #BahaneChhodoTaxBachao; a quirky Vox Pop campaign on Save Tax with Health Insurance

• State Bank of India General Insurance Company Ltd has launched a campaign titled ‘#BahaneChhodoTaxBachao’ to increase awareness around the need to buy health insurance to save tax. It will also highlight the other benefits of opting for health insurance. The campaign aims to increase the awareness of how buying health insurance can help people save tax which is crucial and seasonal in the last quarter of the financial year for all Indians. The campaign will also underline the other benefits of opting for health insurance.
• The campaign is in a quirky Vox Pop format featuring anchor Rudraksh Singh aka Rudy is seen travelling across major cities like Mumbai, Bangalore, Delhi and Kolkata and asks the lamest excuse that people have to offer for not buying/opting for health insurance. The idea here is to find out ‘India ka lamest excuse’ for not opting for health insurance. Health insurance not just prevents a medical emergency but also benefit from saving tax under section 80D of the Income Tax Act, 1961.

Spread of Omicron to reduce GDP growth by 10 basis points in FY22: Ind-Ra

• The rating agency India Ratings and Research (Ind-Ra) has downgraded the GDP of India for the current fiscal FY 2021-2022. Ind-Ra expects the GDP to clock a growth rate of 9.3% y-o-y in FY22. Earlier this estimate was 9.4%. Meanwhile, Brickworks Ratings has also revised India’s GDP growth forecast for the current fiscal (FY22) to 8.5-9%. Earlier this was estimated at 10%. The rapid spread of the Omicron variant is the main driver to downgrade GDP growth projections.
