मनोज सिन्हा ने ‘One Gram Panchayat-One DIGI-Pay Sakhi’ का शुभारंभ किया

• जम्मू और कश्मीर में, उपराज्यपाल मनोज सिन्हा ने 'एक ग्राम पंचायत-एक डिजी-पे सखी (One Gram Panchayat-One DIGI-Pay Sakhi)' नामक एक नया मिशन शुरू किया है। मिशन को जम्मू और कश्मीर उद्यमिता विकास संस्थान, पाम्पोर में लॉन्च किया गया था। उन्होंने रेखांकित किया कि डिजी-पे सखी ने UT के स्वयं सहायता समूह (SHG) पारिस्थितिकी तंत्र के भीतर वित्तीय समावेशन की शुरुआत की है, जिससे दूर-दराज के क्षेत्रों में भी अधिक पारदर्शिता के साथ बहुत आवश्यक वित्तीय प्रवेश बिंदु बन गए हैं।
• प्रारंभ में, UT के 2,000 दूरदराज के गांवों में डिजी-पे सुविधा प्रदान की जाएगी। पहले चरण में, जम्मू और कश्मीर संभागों से स्वयं सहायता समूहों की 80 महिलाओं को डिजी-पे सखियों के रूप में चुना गया है।
• इस अवसर पर, उपराज्यपाल ने जम्मू और कश्मीर ग्रामीण आजीविका मिशन (JKRLM) के तहत DIGI-वेतन सखियों के बीच 80 आधार सक्षम भुगतान प्रणाली (AEP) वितरित की।

 नीति आयोग ने 'भारत में शहरी नियोजन क्षमता में सुधार' पर रिपोर्ट जारी की

• नीति आयोग ने 'भारत में शहरी नियोजन क्षमता में सुधार' शीर्षक से एक रिपोर्ट शुरू की है जो भारत में शहरी नियोजन क्षमता को बढ़ाने के उपाय प्रस्तुत करती है। रिपोर्ट 16 सितंबर, 2021 को नीति आयोग के उपाध्यक्ष डॉ राजीव कुमार, सीईओ श्री अमिताभ कांत और विशेष सचिव डॉ के राजेश्वर राव द्वारा संयुक्त रूप से जारी की गई थी।
• रिपोर्ट में कई सिफारिशें की गई हैं जो भारत में शहरी नियोजन क्षमता की मूल्य श्रृंखला में बाधाओं को दूर कर सकती हैं। उनमें से कुछ में स्वास्थ्य की योजना के लिए प्रोग्रामेटिक इंटरवेंशन, शहरी शासन की री-इंजीनियरिंग, टाउन एंड कंट्री प्लानिंग एक्ट का संशोधन शामिल है।
• रिपोर्ट बताती है कि हर शहर को 2030 तक 'सभी के लिए स्वस्थ शहर (Healthy City for All)' बनने की आकांक्षा रखनी चाहिए।
• रिपोर्ट में 5 वर्ष की अवधि के लिए '500 स्वस्थ शहर कार्यक्रम' नामक केंद्रीय क्षेत्र की योजना की भी सिफारिश की गई है। इस प्राथमिकता के तहत राज्यों और स्थानीय निकायों द्वारा संयुक्त रूप से शहरों और कस्बों का चयन किया जाएगा।

केंद्रीय मंत्रिमंडल ने दूरसंचार क्षेत्र में स्वचालित मार्ग के तहत 100% एफडीआई को मंजूरी दी

• प्रधान मंत्री नरेंद्र मोदी की अध्यक्षता में केंद्रीय मंत्रिमंडल ने उच्च स्तर के कर्ज से जूझ रहे दूरसंचार सेवा प्रदाताओं को राहत प्रदान करने के लिए दूरसंचार क्षेत्र में कई संरचनात्मक और प्रक्रिया सुधारों को मंजूरी दी है। केंद्रीय मंत्रिमंडल ने कुल 9 संरचनात्मक और 5 प्रक्रिया सुधारों को मंजूरी दी है।
• राहत पैकेज से रोजगार के अवसरों की रक्षा और सृजन, स्वस्थ प्रतिस्पर्धा को बढ़ावा देने, उपभोक्ताओं के हितों की रक्षा करने, तरलता बढ़ाने, निवेश को प्रोत्साहित करने और दूरसंचार सेवा प्रदाताओं (TSPs) पर नियामक बोझ को कम करने की उम्मीद है।

केंद्रीय मंत्रिमंडल ने 26,058 करोड़ रुपये की उत्पादन से जुड़ी प्रोत्साहन योजना को मंजूरी दी

• केंद्रीय मंत्रिमंडल ने भारत की विनिर्माण क्षमताओं को बढ़ाने के लिए ऑटो, ऑटो-कंपोनेंट्स और ड्रोन उद्योगों के लिए प्रोडक्शन लिंक्ड इंसेंटिव (PLI) योजना को मंजूरी दी है। पीएलआई योजना भारत में उन्नत ऑटोमोटिव प्रौद्योगिकियों की वैश्विक आपूर्ति श्रृंखला के उद्भव को प्रोत्साहित करेगी। मंत्री ने कैबिनेट की बैठक के बाद संवाददाताओं से कहा कि उद्योग को पांच वर्ष में 26,058 करोड़ रुपये का प्रोत्साहन मुहैया कराया जायेगा।
• ऑटोमोबाइल और ड्रोन उद्योगों के लिए पीएलआई योजना केंद्रीय बजट 2021-22 के दौरान पहले किए गए 13 क्षेत्रों के लिए पीएलआई योजनाओं की समग्र घोषणा का हिस्सा है, जिसमें 1.97 लाख करोड़ रुपये का परिव्यय है।
• ऑटो क्षेत्र के लिए योजना में भारत में उन्नत ऑटोमोटिव प्रौद्योगिकी उत्पादों के निर्माण के लिए उद्योग की लागत अक्षमताओं पर काबू पाने की परिकल्पना की गई है।
• कुल 26,058 करोड़ रुपये के बजट में से 25,938 करोड़ रुपये ऑटोमोबाइल उद्योग के लिए और 120 करोड़ रुपये ड्रोन उद्योग के लिए स्वीकृत किए गए हैं।

 प्रधान मंत्री मोदी ने लोकसभा अध्यक्ष ओम बिरला के साथ संसद टीवी लॉन्च किया

• प्रधान मंत्री नरेंद्र मोदी ने उपराष्ट्रपति एम वेंकैया नायडू और लोकसभा अध्यक्ष ओम बिरला के साथ मिलकर लोकसभा टीवी और राज्यसभा टीवी को मिलाकर संसद टीवी लॉन्च किया।
• संसद टीवी प्रोग्रामिंग संसद और लोकतांत्रिक संस्थानों के कामकाज, शासन और योजनाओं और नीतियों के कार्यान्वयन, भारत के इतिहास और संस्कृति और आम आदमी के हित के मुद्दों को छूएगा। नया चैनल देश की संसदीय प्रणाली में एक और महत्वपूर्ण अध्याय जोड़ता है।

इंदु मल्होत्रा डीडीसीए लोकपाल नियुक्त

• सुप्रीम कोर्ट के पूर्व न्यायाधीश, न्यायमूर्ति (सेवानिवृत्त) इंदु मल्होत्रा एक वर्ष की अवधि के लिए दिल्ली और जिला क्रिकेट संघ (DDCA) के नए लोकपाल सह नैतिकता अधिकारी होंगी। डीडीसीए के अध्यक्ष रोहन जेटली की अध्यक्षता वाली आम सभा ने 65 वर्षीय न्यायमूर्ति (सेवानिवृत्त) मल्होत्रा की नियुक्ति का फैसला किया।
• 2007 में, मल्होत्रा को सर्वोच्च न्यायालय द्वारा वरिष्ठ अधिवक्ता नामित किया गया था और वह तीन दशकों के अंतराल के बाद शीर्ष अदालत द्वारा नामित होने वाली केवल दूसरी महिला बनीं। उन्हें कुछ मामलों में सुप्रीम कोर्ट की विभिन्न पीठों द्वारा एमिकस क्यूरी नियुक्त किया गया है। सुप्रीम कोर्ट में 30 वर्ष तक कानूनी वकील के रूप में सेवा देने के बाद, उन्हें सर्वसम्मति से सुप्रीम कोर्ट के न्यायाधीश के रूप में नियुक्ति के लिए सिफारिश की गई थी।

प्रख्यात लेखक अजीज हाजिनी का निधन

• प्रसिद्ध लेखक और जम्मू और कश्मीर अकादमी ऑफ आर्ट, कल्चर एंड लैंग्वेजेज के पूर्व सचिव अज़ीज़ हजिनी का निधन हो गया। उत्तरी कश्मीर के बांडीपोरा में अब्दुल अज़ीज़ पार्रे के रूप में पैदा हुए हजिनी को 2015 में जम्मू-कश्मीर कला संस्कृति और भाषा अकादमी का सचिव नियुक्त किया गया था। उनके पास कविता और आलोचना सहित कश्मीरी में बीस से अधिक पुस्तकें हैं।
• हजिनी ने कश्मीरी भाषा में लिखी अपनी पुस्तक 'आने खाने’ के लिए 2016 में साहित्य अकादमी पुरस्कार (आलोचना) जीता। उन्होंने अब्दुल समद के उर्दू उपन्यास दो गज ज़मीन के कश्मीरी अनुवाद ज़ा गज़ ज़मीन के लिए 2013 में साहित्य अकादमी अनुवाद पुरस्कार भी जीता था।

 ओलंपिक स्वर्ण पदक विजेता यूरी सिदख का निधन हो गया

• डबल ओलंपिक हैमर थ्रो स्वर्ण पदक विजेता यूरी सेडिख, एक यूक्रेनी ट्रैक और फील्ड एथलीट, जिन्होंने 1991 तक सोवियत संघ का प्रतिनिधित्व किया था, का निधन हो गया है। उन्होंने 1986 में स्टटगार्ट में यूरोपीय चैंपियनशिप में 86.74 मीटर की थ्रो के साथ हैमर थ्रो का विश्व रिकॉर्ड बनाया जो अभी भी टूटा नहीं है।
• उन्होंने मॉनट्रियल में 1976 के ओलंपिक में अपना पहला स्वर्ण पदक और मॉस्को में 1980 के ओलंपिक में अपना दूसरा स्वर्ण पदक जीता।

मुंबई के अयान शंकटा को "2021 इंटरनेशनल यंग इको-हीरो" के रूप में नामित किया गया

• मुंबई, महाराष्ट्र के 12 वर्षीय पर्यावरण कार्यकर्ता, अयान शांकता को "2021 इंटरनेशनल यंग इको-हीरो" के रूप में नामित किया गया है।
• उन्हें अपनी परियोजना "पवई झील के संरक्षण और पुनरुद्धार" के लिए आयु समूह: 8-14 के तहत तीसरा पुरस्कार जीता और यंग इको-हीरो अवार्ड 2021 के 25 वैश्विक विजेताओं में से एक बन गए। सैन फ्रांसिस्को स्थित गैर सरकारी संगठन "द एक्शन फॉर नेचर " द्वारा प्रस्तुत पुरस्कार युवाओं (8 से 16 वर्ष की आयु) को उनकी पर्यावरणीय उपलब्धियों के लिए मान्यता देता है।

Manoj Sinha launched ‘One Gram Panchayat-One DIGI-Pay Sakhi’

• In Jammu and Kashmir, Lieutenant Governor Manoj Sinha has launched a new mission called ‘One Gram Panchayat-One DIGI-Pay Sakhi’. The mission was launched at Jammu & Kashmir Entrepreneurship Development Institute, Pampore. He outlined that DIGI-Pay Sakhi has introduced financial inclusion within the UT’s Self Help Group (SHG) ecosystem, creating much needed financial access points with greater transparency even in the remotest of the areas.
• Initially, the DIGI-Pay facility will be provided in 2,000 remote villages of UT. In the first phase, 80 women from self-help groups from across the Jammu and Kashmir divisions have been selected as DIGI-Pay Sakhis.
• On the occasion, the Lt Governor distributed 80 Aadhaar Enabled Payment Systems (AEPs) among the DIGI-Pay Sakhis under the Jammu & Kashmir Rural Livelihoods Mission (JKRLM).

NITI Aayog Releases Report on ‘Reforms in Urban Planning Capacity in India’

• NITI Aayog has launched a report titled ‘Reforms in Urban Planning Capacity in India’ which presents measures to ramp up urban planning capacity in India. The report was released on September 16, 2021, jointly by NITI Aayog Vice-Chairman Dr Rajiv Kumar, CEO Shri Amitabh Kant and Special Secretary Dr K. Rajeswara Rao.
• The report has made several recommendations that can unblock bottlenecks in the value chain of urban planning capacity in India. Some of them include programmatic Intervention for the Planning of Health, Re-engineering of Urban Governance, Revision of Town and Country Planning Acts.
• The report suggests that every city must aspire to become a ‘Healthy City for All’ by 2030.
• The report has also recommended a Central Sector Scheme named ‘500 Healthy Cities Programme’, for a period of 5 years. Under this priority cities and towns would be selected jointly by the states and local bodies.

Union Cabinet approved 100% FDI under automatic route in Telecom Sector

• The Union Cabinet, chaired by Prime Minister Narendra Modi has approved a number of structural and process reforms in the Telecom sector, to provide relief to ailing telecom service providers, struggling with high levels of debt. A total of 9 structural and 5 process reforms have been approved by the Union Cabinet.
• The relief package is expected to protect and generate employment opportunities, promote healthy competition, protect the interests of consumers, infuse liquidity, encourage investment and reduce the regulatory burden on Telecom Service Providers (TSPs).

Union Cabinet approved Rs 26,058 crore production linked incentive Scheme 

• The Union Cabinet has approved a production linked incentive (PLI) scheme for auto, auto-components and drone industries to enhance India’s manufacturing capabilities. The PLI scheme will incentivise the emergence of advanced automotive technologies’ global supply chain in India. Incentives worth Rs. 26,058 crore will be provided to industry over five years, the minister told reporters after the Cabinet meeting.
• The PLI scheme for automobile and drone industries is part of the overall announcement of PLI schemes for 13 sectors made earlier during the Union Budget 2021-22, with an outlay of Rs. 1.97 lakh crore.
• The scheme for the auto sector envisages overcoming the cost disabilities to the industry for the manufacture of advanced automotive technology products in India.
• From the total budget of Rs 26,058 crores, an amount of Rs 25,938 crores has been sanctioned for the automobile industry and Rs 120 crores for the drone industry.

Prime Minister Modi launched Sansad TV along with LS Speaker Om Birla

• Prime Minister Narendra Modi launched Sansad TV, which has been created by merging Lok Sabha TV and Rajya Sabha TV, jointly with Vice President M Venkaiah Naidu and Lok Sabha Speaker Om Birla.
• Sansad TV programming will touch upon the functioning of the Parliament and democratic institutions, governance and implementation of schemes and policies, history and culture of India and issues of interest to the common man. The new channel adds another important chapter in the country’s parliamentary system.

Indu Malhotra appointed as DDCA Ombudsman

• Former Supreme Court judge, Justice (Retired) Indu Malhotra will be the new Ombudsman cum Ethics Officer of Delhi and Districts Cricket Association (DDCA) for a period of one year was made. The DDCA’s general body, headed by its president Rohan Jaitley, decided on 65-year-old Justice (Retd) Malhotra’s appointment.
• In 2007, Malhotra was designated senior advocate by the Supreme Court and she became only the second woman to be designated by the apex court after a gap of three decades. She has been appointed amicus curiae by different benches of the Supreme Court in some matters. After serving as legal counsel in the Supreme Court for 30 years, she was unanimously recommended for appointment as a judge of the Supreme Court.

Eminent Writer Aziz Hajini passed away

• Noted writer and former secretary of Jammu and Kashmir Academy of Art, Culture and Languages Aziz Hajini passed away. Hajini, born as Abdul Aziz Parray in north Kashmir’s Bandipora, was appointed Secretary J&K Academy of Art Culture and Languages in 2015. He has over twenty books in Kashmiri to his credit including poetry and criticism.
• Hajini won the Sahitya Akademi Award (criticism) in 2016 for his book ‘Aane Khane’ written in Kashmiri. He has also won the Sahitya Akademi Translation Award in 2013 for Za Gaz Zameen, Kashmiri translation of Abdul Samad’s Urdu novel Do Gaz Zameen.

 Olympic Gold Medalist Yuriy Sedykh passed away

• Double Olympic hammer throw gold medallist Yuriy Sedykh, a Ukrainian track and field athlete who represented the Soviet Union until 1991, has passed away. He set the world record for the hammer throw with a throw of 86.74 metres at the European Championships in Stuttgart in 1986 which is still not broken.
• He won his first gold medal at the 1976 Olympics in Montreal and his second gold at the 1980 Olympics in Moscow.

Ayaan Shankta from Mumbai named as “2021 International Young Eco-Hero”

• A 12-year-old environmental activist from Mumbai, Maharashtra, Ayaan Shankta has been named as “2021 International Young Eco-Hero”.
• He won the 3rd prize under the Age Group: 8-14 for his project “Conservation and Rehabilitation of Powai Lake” and became one of the 25 global winners of the Young Eco-Hero Award 2021. The award presented by “The Action for Nature”, San Francisco based NGO, recognize young people (8 to 16 years old) for their environmental achievements.
