वित्त मंत्री ने 20 लाख करोड रुपये के इकोनॉमिक पैकेज के तीसरे भाग की घोषणा की

वित्त मंत्री निर्मला सीतारमण ने 15 मई को नई दिल्ली में 20 लाख करोड रुपये के तीसरे भाग की घोषणा की। 12 मई को, प्रधान मंत्री मोदी ने इसे "AtmaNirbhar" या आत्मनिर्भर बनाने के उद्देश्य से 20 लाख करोड़ रुपये के आर्थिक राहत पैकेज की घोषणा की थी।

हाइलाइट:

• भारत सरकार एक निष्पक्ष और पारदर्शी तरीके से किसानों को प्रोसेसर, एग्रीगेटर, बड़े खुदरा विक्रेताओं, निर्यातकों के साथ जुड़ने में सक्षम बनाने के लिए एक सुविधाजनक कानूनी ढांचा तैयार करना है।
• केंद्र किसानों को आकर्षक मूल्य पर उपज बेचने के लिए पर्याप्त विकल्प प्रदान करने के लिए एक कानून तैयार करेगा, बाधा मुक्त अंतरराज्यीय व्यापार, और कृषि उपज के ई-ट्रेडिंग के लिए रूपरेखा। भारत सरकार एकीकृत मधुमक्खी पालन विकास केंद्रों, संग्रह, विपणन और भंडारण केंद्रों, फसल कटाई, और मूल्य संवर्धन सुविधाओं से संबंधित बुनियादी ढांचे के विकास की 500 करोड़ रुपये की योजना को लागू करेगा। इससे 2 लाख मधुमक्खी पालनकर्ताओं की आय में वृद्धि की उम्मीद है।
• राष्ट्रीय औषधीय पौधे बोर्ड गंगा नदी के किनारे औषधीय पौधों के गलियारे को विकसित करके 800 हेक्टेयर क्षेत्र में लाएगा।
• हर्बल खेती को बढ़ावा देने के लिए केंद्र ने 4000 करोड़ रुपये का आवंटन किया। इसके तहत अगले 2 वर्षों में 10,00,000 हेक्टेयर को कवर किया जाएगा।
• सरकार ने आवश्यक वस्तु अधिनियम में संशोधन करने का निर्णय लिया है। यह किसानों के लिए बेहतर मूल्य प्राप्ति को सक्षम करेगा और उन निवेशों को आकर्षित करेगा जो अनाज, खाद्य तेलों, तिलहन, दालों, प्याज, और आलू के लिए कीमतों को कम करने के लिए प्रेरित करेंगे।
• केंद्र ने डेयरी प्रसंस्करण में निवेश का समर्थन करने के लिए 15,000 करोड़ रुपये के पशुपालन अवसंरचना विकास कोष की भी घोषणा की।
• केंद्र ने अगले 2 वर्षों में हर्बल खेती के तहत 10 लाख हेक्टेयर भूमि लाने के लिए हर्बल खेती को बढ़ावा देने के लिए रु 4000,000 करोड़ की घोषणा की।
• फुट और मुंह रोग और ब्रुसेलोसिस के लिए राष्ट्रीय पशु रोग नियंत्रण कार्यक्रम के लिए रु 13,343 करोड़ का कुल परिव्यय आवंटित किया गया है। समुद्री और अंतर्देशीय मत्स्य के विकास के लिए प्रधानमंत्री मत्स्य संपदा योजना को रु 20,000 करोड़ दिया जाएगा। इससे 55 लाख लोगों के लिए रोजगार के अवसर पैदा होने की उम्मीद है।
• मत्स्य गतिविधियों से संबंधित सभी संबंधित समय सीमा विस्तार जो कि समुद्री और तटीय किसानों की मदद करने के उद्देश्य से किए गए हैं।
• सरकार को माइक्रो फूड एंटरप्राइजेज (एमएफई) की औपचारिकता के लिए 10,000 करोड़ रुपये की योजना शुरू करनी है।
• सरकार का लक्ष्य भारतीय किसानों के लिए फार्म गेट बुनियादी ढांचे के लिए एक लाख करोड़ रुपये का इंफ्रास्ट्रक्चर फंड बनाना है।
• कृषि के दौरान अतिरिक्त कदम के रूप में, केंद्र ने न्यूनतम समर्थन मूल्य की खरीद के लिए 7,300,300 करोड़ रुपये से अधिक की राशि और किसान निधि हस्तांतरण के लिए 1,8,700 करोड़ रुपये की घोषणा की है। 

हिमाचल के मुख्यमंत्री ने ई-उदयन पोर्टल का उद्घाटन किया

• हिमाचल के सीएम ने बागवानी विभाग की सेवाएं प्रदान करने के लिए विश्व बैंक द्वारा वित्त पोषित हिमाचल प्रदेश बागवानी विकास परियोजना के तहत विकसित ई-उदयन पोर्टल और IHSMS आवेदन का उद्घाटन किया।
• इस पोर्टल के माध्यम से बागवानी विभाग की सभी G2C सेवाओं के लिए प्रबंधन सूचना प्रणाली (एकीकृत बागवानी क्षेत्र प्रबंधन प्रणाली) विकसित की गई है। 

आदिवासी युवाओं को कुशल बनाने के लिए 'गोल' कार्यक्रम का हुआ शुभारंभ

केंद्रीय जनजातीय कार्य मंत्री अर्जुन मुंडा द्वारा डिजिटल प्रणाली के माध्यम से आदिवासी युवाओं को मेंटरशिप प्रदान करने के लिए “GOAL (Going Online As Leaders)” कार्यक्रम शुरू किया गया है। "गोल (गोइंग ऑनलाइन ऐज लीडर्स)" कार्यक्रम जनजातीय कार्य मंत्रालय के साथ शुरू की गई फेसबुक इंडिया की संयुक्त पहल है।

गोल कार्यक्रम का उद्देश्य डिजिटल मोड के माध्यम से आदिवासी युवाओं को सलाह प्रदान करना है और आदिवासी युवाओं की छिपी प्रतिभाओं की खोज करने के लिए एक उत्प्रेरक के रूप में कार्य करना है। इससे आदिवासी युवाओं का व्यक्तिगत विकास होगा और उनके समाज के विकास उत्थान में भी योगदान देगा।

विश्व बैंक ने भारत के लिए की 1 बिलियन $ के सामाजिक सुरक्षा पैकेज की घोषणा

महामारी के मद्देनजर, विश्व बैंक ने भारत के लिए 1 बिलियन $ के सामाजिक सुरक्षा पैकेज की घोषणा की है। यह पैकेज भारत सरकार द्वारा शुरू किए गए कार्यक्रमों के लिए होगा। इसलिए, यह उन गरीब और कमजोर परिवारों को सामाजिक सहायता प्रदान करने में भारत के प्रयासों का समर्थन करेगा, जो महामारी से बुरी तरह प्रभावित हुए।

भारत के लिए 1 बिलियन $ के सामाजिक सुरक्षा पैकेज ने भारत में आपातकालीन प्रतिक्रिया के लिए विश्व बैंक से 2 बिलियन $ की कुल प्रतिबद्धता ले ली है। 

लाखों के लिए खाता जमा क्षमताओं का विस्तार करने के लिए फेडरल बैंक के साथ मनीग्राम भागीदार

मनीग्राम भुगतान प्रणाली, ने भारत में ग्राहकों के लिए लागत प्रभावी डायरेक्ट-टू-बैंक-अकाउंट क्रेडिट विकल्प की पेशकश करने के लिए रणनीतिक साझेदारी के लिए फेडरल बैंक के साथ साझेदारी की है।

इस साझेदारी के माध्यम से, लाखों लोग अपने घरों से निकले बिना सीधे अपने बैंक खातों में जमा प्राप्त कर सकेंगे जो वर्तमान स्थिति में अनिवार्य है।

अंतरराष्ट्रीय पर्यटन में 2020 के दौरान 60-80 प्रतिशत की गिरावट आ सकती है:

संयुक्त राष्ट्र के विश्व पर्यटन संगठन (यूएनडब्ल्यूटीओ) ने कहा है कि महामारी के कारण 2020 में अंतरराष्ट्रीय पर्यटन में 60-80 प्रतिशत की गिरावट आ सकती है, जिसके चलते 910 अरब डॉलर से लेकर 1200 अरब डॉलर तक की कमाई का नुकसान होगा और लाखों लोगों की आजीविका संकट में पड़ जाएगी। वैश्विक एजेंसी ने कहा कि महामारी के चलते 2020 की पहली तिमाही के दौरान अंतरराष्ट्रीय पर्यटकों की आवक में 22 प्रतिशत की गिरावट हुई है। संयुक्त राष्ट्र की इस विशेष एजेंसी के अनुसार दुनिया भर में फैली महामारी के कारण वार्षिक पर्यटन में 2019 के मुकाबले 60-80 प्रतिशत की गिरावट हो सकती है। संस्था ने कहा कि इसके चलते लाखों लोगों की आजीविका खतरे में है और इसके चलते सतत विकास लक्ष्यों (एसडीजी) में हुई प्रगति को खोने की आशंका बढ़ गई है। यूएनडब्ल्यूटीओ के महासचिव जुरब पोलोलिकाशविली ने कहा, ‘‘दुनिया एक अभूतपूर्व स्वास्थ्य और आर्थिक संकट का सामना कर रही है। पर्यटन सबसे अधिक प्रभावित हुआ है और अर्थव्यवस्था के सबसे अधिक श्रम-आधारित इस क्षेत्र में लाखों नौकरियां खतरे में हैं।’’ यूएनडब्ल्यूटीओ विश्व पर्यटन सूचकांक के अनुसार इस साल पहले तीन महीनों के दौरान पर्यटकों की आवक में 22 प्रतिशत की कमी हुई है। एजेंसी ने कहा कि यह गिरावट एशिया और प्रशांत क्षेत्र में अधिक रही है, जबकि यूरोप में प्रतिशत के रूप में ये गिरावट कुछ कम है।

Finance Minister announced third Tranche of Rs.20 lakh Economic Package

Finance Minister Nirmala Sitharaman announced the third Tranche of Rs.20 lakh Economic Package on 15 May in New Delhi. On 12 May, Prime Minister Modi announced an Economic relief Package of Rs.20 lakh crore with an aim of making it “AtmaNirbhar” or self-reliant.

Highlights:

• GoI is to create a facilitative legal framework to enable farmers to engage with processors, aggregators, large retailers, exporters in a fair and transparent manner.
• Centre will formulate a law to provide adequate choices to the farmers to sell produce at an attractive price, barrier-free interstate trade, and framework for e-trading of agricultural produce. GoI will implement a Rs.500 crore scheme of infrastructure development related to integrated beekeeping development centres, collection, marketing & storage centres, post-harvest, and value addition facilities. It is expected to lead to an increase in income of 2 lakh bee-keepers.
• The National Medicinal Plants Board will bring an 800-hectare area by developing a corridor of medicinal plants along the banks of river Ganga.
• Centre allocated Rs.4000 crore for the promotion of herbal cultivation. Under this, 10,00,000 hectares will be covered in the next 2 years.
• Government has decided to amend the Essential Commodities Act. It will enable better price realization for farmers and attract investments that will lead to deregulation of prices for cereals, edible oils, oilseeds, pulses, onions, and potatoes.
• Centre also announced the Animal Husbandry Infrastructure Development Fund of Rs.15,000crore to support investment in dairy processing.
• Centre announced Rs.4,000crore for promotion of herbal cultivation to bring 10 lakh hectares of land under herbal growing in the next 2 years.
• A total outlay of Rs.13,343crore has been allocated for the National Animal Disease Control Programme for Foot and Mouth Disease and Brucellosis. Pradhan Mantri Matsya Sampada Yojana for the development of marine and inland fisheries will be given Rs.20,000crore. It is expected to generate job opportunities for 55 lakh people.
• All related deadline extensions relating to fisheries activities which are aimed to help marine and coastal farmers will be undertaken.
• Government is to introduce a Rs.10,000crores scheme for the formalization of Micro Food Enterprises (MFE).
• Government aims to create an Rs.1 lakh croreAgri-Infrastructure Fund for farm gate infrastructure for Indian farmers.
• As an additional step for agriculture during the , Centre has announced an amount more than Rs.74,300crores for Minimum Support Price purchases and Rs.18,700 crore for Kisan fund transfer.

Himachal Chief Minister inaugurates e-udyan portal

• Himachal CM inaugurated the e-udyan portal and IHSMS application developed under World Bank funded Himachal Pradesh Horticulture Development Project for providing services of Department of Horticulture.
• The Management Information System (Integrated Horticulture Sector Management System) has been developed for all G2C services of the Horticulture Department through this portal. 

Tribal Affairs Minister launches 'GOAL' programme

• Tribal Affairs Minister ArjunMunda launched the “GOAL" - Going Online As Leaders - programme during a webinar in New Delhi on May 15, 2020.
• The programme is designed to provide mentorship to tribal youth through digital mode.
• The programme aims to act as a catalyst to explore hidden talents of the tribal youth, which will help in their personal development as well as contribute to all-round upliftment of their society.

World Bank approves $1 billion social protection package for India

• The World Bank has announced $1 billion social protection package for India. This package will be linked to the programmes launched by the Government of India. Hence, it will support India’s efforts at providing social assistance to the poor and vulnerable households.
• The social protection package for India would be funded in two tranches in the following manner:

 First tranche will be made available as an immediate allocation of $750 million for fiscal year 2020.

 Second tranche would be remaining $250 million that would be made available for fiscal year 2021.

Federal Bank tie-up with MoneyGram for direct-to-bank deposits service

• Federal Bank Limited tie-up with MoneyGram Payment System to offer a cost-effective direct-to-bank account credit option for customers in India.
• This tie-up will help the non-resident Indians with access to modern, low cost, fast, easy and reliable ways for transferring money to India.
• Federal Bank has a 15% share of the country’s remittance market and expects that the tie-up with MoneyGram will give the business a further boost.

International tourism to decline 60-80% in 2020

• According to the latest data of the United Nations World Tourism Organization(UNWTO) the international tourism could decline by 60-80% in 2020 when compared with 2019.
• Figures which will result in loss of USD 910 billion to USD 1.2 trillion and places millions of livelihoods at risk and threatens to curtail the progress made in advancing the Sustainable Development Goals(SDGs).
