भारत और पाकिस्तान के सिंधु आयुक्त की नई दिल्ली में बैठक

• भारत और पाकिस्तान के सिंधु आयुक्त नई दिल्ली में 23-24 मार्च को मिलने वाले हैं।
• प्रदीप कुमार सक्सेना, आयुक्त (सिंधु), जो बैठक में भारतीय प्रतिनिधिमंडल का नेतृत्व करेंगे, उन्होंने बताया, "स्थायी सिंधु आयोग (PIC) की वार्षिक बैठक 23-24 मार्च को नई दिल्ली में होगी।"
• "हम संधि के तहत भारत के अधिकारों के पूर्ण उपयोग के लिए प्रतिबद्ध हैं और चर्चा के माध्यम से मुद्दों के सौहार्दपूर्ण समाधान में विश्वास करते हैं।
• ढाई साल के अंतराल के बाद सिंधु आयुक्तों की यह पहली बैठक होगी। भारत-पाकिस्तान स्थायी सिंधु आयोग (PIC) की अंतिम बैठक 29-30 अगस्त, 2018 से पाकिस्तान के लाहौर में आयोजित की गई थी।

जम्मू कश्मीर सरकार ने शहरी आवास (PMAY-U) लाभार्थियों के लिए 2 लाख ब्याज मुक्त ऋण के प्रस्ताव को मंजूरी

• मनोज सिन्हा ने आवास और शहरी विकास विभाग के प्रस्ताव को मंजूरी दी, जिसमें 2 लाख रु प्रधानमंत्री आवास योजना-शहरी (पीएमएवाई-यू) के लाभार्थी एलईडी निर्माण (बीएलसी) घटक के तहत शहरी आवासहीन आर्थिक रूप से कमजोर वर्ग लाभार्थियों को प्रदान की जायेगी।
• पीएमएवाई (यू) के लाभार्थी एलईडी निर्माण चूक के तहत लाभार्थियों ने अपने योगदान को जुटाने में कठिनाई का अनुभव किया है क्योंकि वे आर्थिक रूप से कमजोर वर्गों से आते हैं और अन्य राज्यों / केंद्रशासित प्रदेशों की तुलना में उच्च हिस्सेदारी का योगदान करते हैं, जिसके परिणामस्वरूप निर्माण (PMAY-U) के इस घटक के तहत आवास इकाइयां वांछित लक्ष्यों को प्राप्त नहीं कर सकीं।
• इस घटक के लाभार्थियों ने अपने पक्ष में सहायता बढ़ाने की मांग की है ताकि वे मिशन की लक्षित तिथि के भीतर अपने घरों को पूरा कर सकें। वित्तीय संसाधनों की व्यवस्था में लाभार्थियों द्वारा सामना की जाने वाली व्यावहारिक कठिनाइयों के मद्देनजर, सरकार सभी पात्र लाभार्थी को ब्याज सब्सिडी प्रदान करने के लिए सहमत हुए। ब्याज मुक्त ऋण रुपये की वित्तीय सहायता के ऊपर और ऊपर एक अतिरिक्त लाभ होगा।

आईएनएस जलाशवा 1,000 मीट्रिक टन चावल के साथ कोमोरोस बंदरगाह पर पहुंचा

• भारतीय नौसैनिक जहाज जलाशव रविवार को 1000 मीट्रिक टन चावल देने के लिए अंजोरन, कोमोरोस के बंदरगाह पर पहुंचा।
• यह खेप मेडागास्कर और कोमोरोस में भारतीय दूतावास के एक बयान के अनुसार, अक्टूबर 2019 में उपराष्ट्रपति एम वेंकैया नायडू की कोमोरोस यात्रा के दौरान की गई अनुदान घोषणा की पूर्ति के रूप में सामने आई है।
• 1000 मीट्रिक टन चावल आज एक समारोह में कोमोरोस के विदेश मंत्री धुहिर धुल्कमल द्वारा प्राप्त किया जाएगा, जिसमें एक वीडियो कॉन्फ्रेंस के माध्यम से राजदूत अभय कुमार भाग लेंगे।

रेलवे की पार्सल प्रबंधन प्रणाली को 523 स्थानों तक बढ़ाया गया

• भारतीय रेलवे (IR) नई पार्सल प्रबंधन प्रणाली (PMS) वर्तमान 84 से, छोटे खेपों के परिवहन के लिए "स्टेशनों का विशाल नेटवर्क" प्रदान करने के लिए चरणों में कुल 523 स्थानों को जोड़ रही है।
• परिवहन सेवाओं का उपयोग छोटे व्यवसायों और व्यापारियों द्वारा उत्पादन केंद्रों और बड़े शहरों से व्यापार के स्थान पर "तेज, विश्वसनीय और सस्ते तरीके से व्यापार करने के लिए किया जाता है।
• बयान के अनुसार, चरण II कुल स्थानों को 143 तक ले जाएगा और तीसरे चरण तक, कम्प्यूटरीकृत पीएमएस में 523 स्थान होंगे।

केंद्र ने पर्यटक वाहन ऑपरेटरों के लिए नई योजना की घोषणा की

• सड़क परिवहन और राजमार्ग मंत्रालय ने एक नई योजना की घोषणा की है, जिसके तहत कोई भी पर्यटक वाहन ऑपरेटर ऑनलाइन मोड के माध्यम से "अखिल भारतीय पर्यटक प्राधिकरण / परमिट" के लिए आवेदन कर सकता है। यह प्रासंगिक दस्तावेजों को जमा करने और फीस जमा करने के बाद, ऐसे आवेदन जमा करने के 30 दिनों में जारी किया जाएगा।
• नियमों का नया सेट, जिसे "अखिल भारतीय पर्यटक वाहन प्राधिकरण और परमिट नियम, 2021" के रूप में जाना जाता है, 1 अप्रैल, 2021 से लागू होगा। सभी मौजूदा परमिट उनकी वैधता के दौरान लागू रहेंगे।

सुप्रीम कोर्ट ने पूजा के स्थान के खिलाफ याचिका पर सरकार से प्रतिक्रिया मांगी

• सुप्रीम कोर्ट ने सरकार से 1991 में लागू किए गए पूजा स्थल अधिनियम को चुनौती देने वाली याचिका पर जवाब देने को कहा है।
• भारत के मुख्य न्यायाधीश शरद ए. बोबडे के नेतृत्व में एक पीठ द्वारा गृह मंत्रालय, कानून और संस्कृति के एक खंडपीठ को नोटिस जारी किया गया है, जिसमें वकील अश्विनी कुमार उपाध्याय द्वारा पूजा स्थल (विशेष प्रावधान) अधिनियम के विभिन्न प्रावधानों के खिलाफ दायर एक याचिका पर है।
• याचिका में कहा गया है कि धारा के अधिनियम में कानूनी दावों पर रोक के साथ धर्मनिरपेक्षता के सिद्धांतों के खिलाफ थे।

कानून के बारे में

• यह 1991 में पी वी नरसिम्हा राव के नेतृत्व वाली कांग्रेस सरकार द्वारा पारित किया गया था। कानून 1947 में राम जन्मभूमि-बाबरी मस्जिद विवाद मामले को छोड़कर पूजा स्थलों के "धार्मिक चरित्र" को बनाए रखने का प्रयास करता है। बाबरी मस्जिद के विध्वंस से एक साल पहले राम मंदिर आंदोलन के चरम पर कानून लाया गया था।
• गृह मंत्री एस. बी. चव्हाण ने संसद में कहा कि यह कानून सांप्रदायिक तनाव को रोकने के लिए अपनाया गया था।

खेल

राशिद खान ने एक टेस्ट में सर्वाधिक ओवर गेंदबाजी करने का रिकॉर्ड बनाया

• अफगानिस्तान के स्पिनर राशिद खान ने रविवार को 21 वीं सदी में एक ही टेस्ट में सर्वाधिक ओवरों की गेंदबाजी करने का रिकॉर्ड बनाया।
• अबू धाबी के शेख जायद क्रिकेट स्टेडियम में जिम्बाब्वे और अफगानिस्तान के बीच दूसरे टेस्ट मैच में स्पिनर ने कुल 99.2 ओवर फेंके। राशिद खान ने मैच में 596 गेंद फेंकी।
• 1998 के बाद से टेस्ट में किसी गेंदबाज द्वारा लिए गए ओवरों की यह सबसे अधिक संख्या है। 1998 में, श्रीलंका के मुथैया मुरलीधरन ने इंग्लैंड के खिलाफ द ओवल में 113.5 ओवर (683 गेंद) फेंके थे।

विश्व उपभोक्ता अधिकार दिवस 2021

• यह उपभोक्ताओं के अधिकारों और उनकी जरूरतों के बारे में जागरूकता फैलाने के लिए दुनिया भर में 15 मार्च को मनाया जाता है।
• राष्ट्रपति जॉन एफ कैनेडी द्वारा 15 मार्च, 1962 को अमेरिकी कांग्रेस को एक विशेष संदेश भेजा गया था और इसलिए दिन उनसे प्रेरित था। संदेश में उन्होंने उपभोक्ता अधिकारों के मुद्दे को औपचारिक रूप से संबोधित किया।
• विश्व उपभोक्ता अधिकार दिवस के पीछे का इतिहास यह है कि 1983 में पहला उपभोक्ता आंदोलन देखा गया था और तब से हर साल महत्वपूर्ण मुद्दों और अभियानों पर कार्रवाई करने के लिए मनाया जाता है।
• विश्व उपभोक्ता अधिकार दिवस 2021 का विषय 'प्लास्टिक प्रदूषण से निपटना' है। यह जागरूकता बढ़ाएगा और अधिक स्थायी प्रथाओं को अपनाने और बढ़ावा देने के लिए विश्व स्तर पर उपभोक्ताओं को संलग्न करेगा। अंतिम वर्ष की थीम द सस्टेनेबल कंज्यूमर ’थी। इस वर्ष अभियान केंद्रीय भूमिका पर भी ध्यान केंद्रित करेगा जो उपभोक्ता सरकारों और व्यवसायों को वैश्विक प्लास्टिक प्रदूषण संकट से निपटने में निभा सकता है।

भारत में दुनिया का चौथा सबसे बड़ा विदेशी मुद्रा भंडार

• भारत का विदेशी मुद्रा भंडार रूस के बाद दुनिया का चौथा सबसे बड़ा देश बन गया, क्योंकि दक्षिण एशियाई राष्ट्र के केंद्रीय बैंक ने अर्थव्यवस्था को किसी भी तरह से होने वाले नुकसान से बचाने के लिए डॉलर जमा करना जारी रखा है।
• तेजी से वृद्धि के महीनों के बाद दोनों देशों के लिए आरक्षण इस साल ज्यादातर समाप्त हो गया है। हाल के सप्ताहों में भारत की रूसी पकड़ में तेजी से गिरावट आई है।
• भारतीय रिज़र्व बैंक ने शुक्रवार को रूस की $ 580.1 बिलियन पाइल को पार करते हुए शुक्रवार को कहा, भारत की विदेशी मुद्रा होल्डिंग $ 4.3 बिलियन से गिरकर 580.3 बिलियन डॉलर हो गई। चीन के पास सबसे बड़ा भंडार है, जिसके बाद जापान और स्विटजरलैंड अंतरराष्ट्रीय मुद्रा कोष हैं।
• भारत के भंडार, लगभग 18 महीनों के आयात को कवर करने के लिए, एक दुर्लभ चालू-खाता अधिशेष द्वारा उछाला गया है, स्थानीय शेयर बाजार और विदेशी प्रत्यक्ष निवेश में बढ़ रही है।

India, Pakistan Indus Commissioners set to meet on March 23-24

• Indus Commissioners of India and Pakistan are set to meet on March 23-24 in New Delhi.
• Pradeep Kumar Saxena, Commissioner (Indus), who will lead the Indian delegation in the meeting, “The annual meeting of the Permanent Indus Commission (PIC) will be held on March 23-24 in New Delhi.”
• “We are committed towards full utilisation of India’s rights under the treaty and believe in amicable solution of issues through discussion.
• This will be the first meeting of Indus Commissioners after a gap of two and a half years. The last meeting of the India-Pakistan Permanent Indus Commission (PIC) was held in Lahore, Pakistan from August 29-30, 2018.

JK Govt. Approves Rs. 2 Lakh Interest-free Loan For Urban Housing ( PMAY-U) Beneficiaries

• Manoj Sinha, approved the proposal of the Housing & Urban Development Department to provide interest-free loan up to Rs. 2 lakhs to the urban houseless economically weaker section beneficiaries under Beneficiary Led Construction (BLC) component of the Pradhan Mantri Awas Yojna-Urban (PMAY-U).
• The beneficiaries under Beneficiary Led Construction omponent of PMAY (U) have experienced the difficulty in mobilizing their contribution as they come from economic weaker sections and have to contribute higher share as compared to other States/UT, as a result of which the construction of dwelling units under this component of PMAY(U) could not achieve the desired targets.
• The beneficiaries of this component have demanded enhancement of assistance in their favour so that they can complete their houses within the targeted date of the Mission. In view of practical difficulties faced by the beneficiaries in arranging financial resources, the Govt. agreed to provide interest subsidy to all the eligible beneficiary. The interest-free loan will be an additional benefit, over and above the financial assistance of Rs. 1.66 lakhs which is already being provided to the beneficiaries under the Pradhan Mantri Awas Yojna-Urban , with this the beneficiaries can now avail Rs.3.66 lakh for construction of their dwelling units under this component of PMAY(U).

INS Jalashwa arrives in Comoros with 1,000 metric tonne rice

• Indian naval ship Jalashwa arrived at the port of Anjouan, Comoros on Sunday to deliver 1,000 metric tonne of rice.
• The consignment has come as a fulfilment of the grant announcement made during the visit of Vice President M. Venkaiah Naidu to Comoros in October 2019, according to a statement by the Indian Embassy in Madagascar and Comoros.
• The 1000 metric tonnes of rice will be received by Foreign Minister of Comoros, Dhoihir Dhoulkamal, in a ceremony today which will be attended by Ambassador Abhay Kumar through a video conference.

Railways' parcel management system to be extended to 523 locations

• The Indian Railways (IR) new parcel management system (PMS) is adding a total of 523 locations in phases, from the present 84, to provide a “vast network of stations” for transportation of small consignments.
• In a statement, the transportation services are being used by small businesses and traders to move merchandise from production centres and bigger cities to place of business in a “fast, reliable and cheap manner.
• As per the statement, Phase II will take total locations to 143 and by Phase III, the computerised PMS will have 523 locations.

 Centre announces new scheme for tourist vehicle operators

• The Ministry of Road Transport and Highways has announced a new scheme, under which any tourist vehicle operator may apply for an "All India Tourist Authorisation/Permit" via online mode. It will be issued, after relevant documents are submitted and fees deposited, in 30 days of submission of such applications.
• The new set of rules, to be known as, "All India Tourist Vehicles Authorisation and Permit Rules, 2021", will be applicable from April 1, 2021. All existing permits will continue to be in force during their validity.

Supreme Court seeks govt.’s response on plea against Places of Worship Act

• The Supreme Court has asked the government to respond to a plea challenging the Places of Worship Act enacted in 1991.
• A notice is issued by a Bench led by Chief Justice of India Sharad A. Bobde to the Union Ministries of Home, Law and Culture on a plea filed by advocate Ashwini Kumar Upadhyay against various provisions of the Places of Worship (Special Provisions) Act of 1991.
• The petition said Sections of the Act that dealt with the bar on legal claims were against the principles of secularism.

About the law

• It was passed in 1991 by the P V Narasimha Rao-led Congress government. The law seeks to maintain the “religious character” of places of worship as it was in 1947 except law Ram Janmabhoomi-Babri Masjid dispute case that was already in court. The law was brought in at the peak of the Ram Mandir movement after one year before the demolition of the Babri Masjid.
• Home Minister S B Chavan in introducing the law said in the Parliament thet it was adopted to curb the communal tension.

Rashid Khan creates record for bowling most overs in a Test

• Afghanistan spinner Rashid Khan on Sunday created the record for bowling the most number of overs in a single Test in the 21st century.
• The spinner bowled a total of 99.2 overs in the second Test between Zimbabwe and Afghanistan at the Sheikh Zayed Cricket Stadium in Abu Dhabi. Rashid Khan bowled 596 balls in the match.
• This is the most number of overs bowled by a bowler in a Test since 1998. In 1998, Sri Lanka’s Muttiah Muralitharan had bowled 113.5 overs (683 balls) against England at The Oval.
• In the first innings against Zimbabwe, Rashid returned with the figures of 4-138 from 36.3 overs while in the second innings, the spinners bowled 62.5 overs. The second innings saw Rashid Khan at his best as he returned with seven wickets and conceded 137 runs.

World Consumer Rights Day 2021

• It is celebrated on 15 March across the world annually to spread awareness about the rights of consumers and their needs.
• A special message was sent by President John F Kennedy to the US Congress on 15 March, 1962 and so the day was inspired by him. In the message he formally addressed the issue of consumer rights. To do so, he was the first leader.
• The history behind the World Consumer Rights Day is that the first consumer movement was observed in 1983 and since then every year it is observed to mobilize an action on important issues and campaigns.
• The theme of World Consumer Rights Day 2021 is 'Tackling Plastic Pollution’. It will raise awareness and engage consumers globally to adopt and promote more sustainable practices. The last year theme was ‘The Sustainable Consumer’. This year the campaign will also focus on the central role that consumer advocates governments and businesses can play in tackling the global plastic pollution crisis.

India holds world's 4th largest forex reserve

• India’s foreign-exchange reserves surpassed Russia’s to become the world’s fourth largest, as the South Asian nation’s central bank continues to hoard dollars to cushion the economy against any sudden outflows.
• Reserves for both countries have mostly flattened out this year after months of rapid increase. India pulled ahead as Russian holdings declined at a faster rate in recent weeks.
• India’s foreign currency holdings fell by $4.3 billion to $580.3 billion as of March 5, the Reserve Bank of India said on Friday, edging out Russia’s $580.1 billion pile. China has the largest reserves, followed by Japan and Switzerland on the International Monetary Fund table.
• India’s reserves, enough to cover roughly 18 months of imports, have been bolstered by a rare current-account surplus, rising inflows into the local stock market and foreign direct investment.
