मानव संसाधन विकास मंत्री ने लॉन्च किया 'YUKTI' पोर्टल

• केंद्रीय मानव संसाधन विकास मंत्री रमेश पोखरियाल "निशंक" (Ramesh Pokhriyal) ने एक वेब-पोर्टल YUKTI  लॉन्च किया है। शिक्षा मंत्रालय ने कहा कि यह MHRD के प्रयासों और पहल को मॉनिटर और रिकॉर्ड करने के लिए एक यूनीक पोर्टल और डैशबोर्ड है। 

इस बारे में बात करते हुए केंद्रीय मंत्री ने कहा कि  पहले हमारी एकेडमिक कम्युनिटी को शारीरिक और मानसिक रूप से स्वस्थ रखना है और स्टूडेंट्स के लिए हाई क्वालिटी लर्निंग एनवायरमेंट बनाना है। उन्होंने आगे कहा, "इस मुश्किल समय में इस लक्ष्य को प्राप्त करने के लिए ये पोर्टल मानव संसाधन विकास मंत्रालय का एक प्रयास है।" 

आर्थिक संकट से निपटने के लिए RBI को हेलिकॉप्टर मनी ’लागू करना चाहिए: तेलंगाना मुख्यमंत्री

सरकार ने राहत पैकेज की घोषणा तो की, लेकिन वो गरीबों और मजदूर वर्ग के लिए था। अब उम्मीद की जा रही है कि सरकार लॉकडाउन की वजह से हो रहे आर्थिक नुकसान को देखते हुए हर सेक्टर के लिए वित्तीय पैकेज की घोषणा मांग की जा रही है। तेलंगाना के मुख्यमंत्री के चंद्रशेखर राव ने रिजर्व बैंक से हेलिकॉप्टर मनी जारी करने की मांग की है।

क्या है हेलिकॉप्टर मनी

आर्थिक संकट के बीच खर्च कम हो जाता है तो सरकार मुफ्त पैसे बांटकर लोगों के खर्च और उपभोग को बढ़ावा देती है। लोगों के खर्च में बढ़ोतरी होने से मांग बढ़ती है और अर्थव्यवस्था में सुधार आता है। यही पैसा 'हेलिकॉप्टर मनी' कहलाता है। सरकार आर्थिक संकट के दौरान हेलीकॉप्टर मनी का इस्तेमाल करती है। इसके जरिए सीधे उपभोक्ताओं के खाते में पैसे भेजे जाते हैं। इसके पीछे मकसद होता है कि पैसे होने पर लोगों का खर्च बढ़ेगा। लोग अपना खर्च बढ़ाएं तो मांग बढ़ेगी और अर्थव्यवस्था में मजबूती आएगी। इस हेलीकॉप्टर मनी के जरिए सरकार का मकसद होता है कि जैसे-जैसे बाजार में ग्राहकों की डिमांड बढ़ेगी वैसे ही देश की इकोनॉमी भी मजबूत होती जाएगी और देश आर्थिक संकट से बाहर आ सकेगा।

Google और Apple ने सहयोग किया

दोनों तकनीकी दिग्गजों ने सरकार और स्वास्थ्य एजेंसियों को उपयोगकर्ता की गोपनीयता और सुरक्षा के डिजाइन ब्लूटूथ तकनीक के उपयोग को सक्षम करने के लिए सहयोग किया है।

• Google और ऐप्पल एक व्यापक समाधान शुरू करेंगे, जिसमें एप्लिकेशन प्रोग्रामिंग इंटरफेस (एपीआई) और ऑपरेटिंग सिस्टम-स्तरीय तकनीक शामिल है जो संपर्क ट्रेसिंग को सक्षम करने में सहायता करते हैं। 

बैंकिंग और अर्थव्यवस्था

विश्वबैंक के अनुमान से भारत को झटका, 2020-21 में GDP घटकर रहेगी 2.8 फीसदी

• विश्व बैंक ने कहा है भारतीय अर्थव्यवस्था को जबर्दस्त झटका है। इससे देश की आर्थिक विकास दर में भारी गिरावट आएगी।

अर्थव्यवस्था के लिए बड़ी चुनौती

• विश्व बैंक ने रविवार को 'दक्षिण एशिया की अर्थव्यवस्था पर ताजा अनुमान: रिपोर्ट में कहा है कि 2019-20 में भारतीय अथव्यवस्था की वृद्धि दर घटकर पांच प्रतिशत रह जाएगी। इसके अलावा 2020-21 तुलनात्मक आधार पर अर्थव्यवस्था की विकास दर में भारी गिरावट आएगी और यह घटकर 2.8 फीसदी रह जाएगी।
• रिपोर्ट में कहा गया है कि झटका ऐसे समय लगा है जबकि वित्तीय क्षेत्र पर दबाव की वजह से भारतीय अर्थव्यवस्था में पहले से सुस्ती है. इस महामारी पर अंकुश के लिए सरकार ने देशव्यापी लॉकडाउन लागू किया है। इससे लोगों की आवाजाही रुक गई है और वस्तुओं की आपूर्ति प्रभावित हुई है। 

नियुक्ति और इस्तीफे

महाबलेश्वर एम. एस. तीन साल और रहेंगे कर्नाटक बैंक के प्रबंध निदेशक, सीईओ

कर्नाटक बैंक के प्रबंध निदेशक और मुख्य कार्यकारी महाबलेश्वर एम. एस. तीन साल और इस पद पर कार्य करते रहेंगे। बैंक को इसके लिए भारतीय रिजर्व बैंक से मंजूरी भी मिल गयी है। बैंक ने शनिवार को कहा कि रिजर्व बैंक ने पी. जयराम भट को दोबाराअंशकालिक चेयरमैन (गैर-कार्यकारी) बनाने की भी मंजूरी दी है। बैंक के निदेशक मंडल ने रिजर्व बैंक की मंजूरी मिलने के बाद जयराम को दोबारा इस पद पर नियुक्त करने का निर्णय किया। वह इस पद पर 13 नवंबर 2021 या 70 वर्ष की आयु पूरी होने तक में से जो भी पहले आएगा ,तब तक इस पद पर रहेंगे। महाबलेश्वर का मौजूदा कार्यकाल 15 अप्रैल 2020 को खत्म होने वाला था।

HRD Minister Ramesh Pokhriyal Launches web-portal YUKTI in New Delhi 

• The Union Minister for HRD Shri Ramesh Pokhriyal “Nishank” has launched a web-portal YUKTI in New Delhi on 12 April 2020. 

• The portal will establish a two-way communication channel between the MHRD and the institutions (academic or research) so that the Ministry can provide the necessary support system to the institutions. 

RBI should implement 'Helicopter Money' to counter economic crisis: Telangana CM 

• 'Helicopter Money will facilitate the states and financial institutions to accrue funds. We can come out of the financial crisis. Release 5% of funds from GDP through Quantitative Easing Policy,' said K. Chandrashekar Rao. 

• Helicopter Money means extension of non-repayable money transfer from the central bank to the state and central governments, to infuse liquidity in the system. 

• The policy aims at putting more money into the pockets of people to nudge them to spend more money and in turn pick-up economic activity in the country. 

• The direct impact of Helicopter Money is rise in disposable incomes of the people, increase in money supply with an intention to boost demand and inflation in the economy. 

• The term Helicopter Money was given by American Economist Milton Friedman in his famous “The Optimum Quantity of Money”. By definition, Helicopter Money is a monetary policy tool for Quantitative Easing (QE), which aims at "unexpectedly dumping money onto a struggling economy with the intention to shock it out of a deep slump.” 

International 

Google and Apple collaborate

• Google and Apple collaborate through contact tracing technology. Both tech-giants have collaborated to enable the use of Bluetooth technology to help governments and health agencies, with user privacy and security central to the design. 

• Google and Apple will be launching a comprehensive solution that includes application programming interfaces (APIs) and operating system-level technology to assist in enabling contact tracing. The joint initiative by Apple and Google will contribute to the cause. 

Banking and Economy 

World Bank Projects India’s GDP Growth at 1.5-2.8 pc in 2020-21 

• The World Bank has estimated India’s economy to grow 1.5 percent to 2.8 percent in the 2020-21 fiscal in its South Asia Economic Focus report, released on 12 April, 2020. 

• This is the worst growth performance to be recorded by India since the 1991 liberalisation.

Appointments and Resignations 

Mahabaleshwara M S Reappointed as MD & CEO of Karnataka Bank 

• The Reserve Bank of India (RBI) has approved the reappointment of Mahabaleshwara M S as MD and CEO of private sector lender Karnataka Bank for a period of three years. 

• The regulator has also approved for reappointment of P Jayarama Bhat as Part Time (Non Executive) Chairman of the bank.
