Central Armed Police Forces Act Comes into Force

In the News: The Central Armed Police Forces (General Administration) Act, 2026 came into force on 8 October 2026. The Union Home Ministry issued the notification bringing the law into operation. The Act regulates certain service-related matters of officers in Central Armed Police Forces and gives statutory backing to higher-level deputation rules.

Key Points:

  • Commencement of Act: The Act came into force after the Ministry of Home Affairs notified 8 October 2026 as the commencement date. President Droupadi Murmu had given assent to the law on 9 April 2026. It applies to key administrative and service matters in CAPFs.
  • CAPFs Covered: The law applies to CRPF, BSF, CISF, ITBP and SSB. The Central Government may also add other CAPFs to the Schedule through notification. Officers covered include Group A executive officers and officers on deputation from IPS or the Army.
  • IPS Deputation Quota: The Act provides that 50% of Inspector General posts must be filled by IPS officers on deputation. At least 67% of Additional Director General posts and all Director General and Special Director General posts will also be filled by IPS deputation.
  • Rule-Making Power: The Central Government can frame rules on recruitment, deputation, promotion and conditions of service. Existing rules will continue until they are amended or replaced. The Act also gives overriding effect in case of inconsistency with other laws or orders.

WWF Living Planet Report 2026: Monitored Wildlife Populations Decline 73%

In the News: WWF’s Living Planet Report 2026 reported a 73% average decline in monitored wildlife populations between 1970 and 2022. The finding is based on the Living Planet Index, which tracks thousands of vertebrate wildlife populations. The report highlights the continuing global biodiversity crisis and the need for stronger conservation action.

Key Points:

  • Major Finding: The report shows a 73% average fall in monitored vertebrate wildlife populations over 52 years. The decline covers mammals, birds, reptiles, amphibians and fish. It does not mean that 73% of all wildlife species have become extinct.
  • Data Base: The Living Planet Index tracks 35,803 populations of 5,790 species. It measures population trends rather than total species numbers. This makes it an important indicator of biodiversity health.
  • Main Drivers: Habitat loss, overexploitation, pollution, invasive species and climate change are major causes of wildlife decline. Freshwater ecosystems remain especially vulnerable because of river modification, pollution, dams and unsustainable extraction.
  • Global Importance: The report is relevant to biodiversity targets, protected-area expansion, climate action and ecosystem restoration. It strengthens the policy focus on nature-positive development and implementation of the Kunming-Montreal Global Biodiversity Framework.
