CJI says Supreme Court did not approve Form 6 changes: What the form is, why it matters

In the News: Chief Justice of India Surya Kant clarified that the Supreme Court had not approved any modified version of Form 6 used for voter registration. The Court said it would examine Election Commission records to determine whether the form had been altered and, if so, who authorised the change. The issue arose during litigation concerning electoral-roll revision.

Key Points:

  • What is Form 6?: Form 6 is the prescribed application used by an eligible person seeking inclusion of their name in an electoral roll as a new voter. It is submitted to the Electoral Registration Officer and is prescribed under Rules 13(1) and 26 of the Registration of Electors Rules, 1960.
  • Who Uses Form 6?: An Indian citizen who has attained, or will attain, 18 years of age on a qualifying date and satisfies the ordinary-residence requirement may use Form 6 for enrolment. Overseas Indian electors use Form 6A.
  • Legal Framework: Preparation and revision of electoral rolls are governed principally by the Representation of the People Act, 1950 and the Registration of Electors Rules, 1960. The statutory format of Form 6 is therefore linked to the rules governing voter registration.
  • Issue Before the Supreme Court: The controversy concerned an additional declaration associated with Form 6 during the Special Intensive Revision process.
  • Other Election Forms: Form 7 relates to objection to inclusion or deletion of a name from the electoral roll. Form 8 is used for correction of entries, shifting of residence, replacement of EPIC and certain other changes to an existing voter record.

World Teachers’ Day 2026: History, Theme and UNESCO’s Teacher Shortage Warning

In the News: World Teachers’ Day was observed on October 5, 2026, with a focus on strengthening the status and working conditions of teachers. The year also marked 60 years since the adoption of the 1966 ILO/UNESCO Recommendation concerning the Status of Teachers. UNESCO warned that the world requires about 50 million additional teachers by 2030.

Key Points:

  • 2026 Theme: The theme for World Teachers’ Day 2026 was “Standing with teachers: 60 years of protecting the profession, advancing its status and shaping our futures.” It focused on professional recognition, autonomy, salaries, workloads and working conditions of teachers.
  • Origin of the Day: World Teachers’ Day is observed annually on October 5 and commemorates the adoption of the 1966 ILO/UNESCO Recommendation concerning the Status of Teachers. World Teachers’ Day itself was first celebrated in 1994 under UNESCO’s leadership.
  • 1966 Recommendation: The ILO/UNESCO Recommendation established international standards concerning teachers’ rights, responsibilities, recruitment, training, employment conditions and professional status. Its 60th anniversary in 2026 formed the central background to this year’s observance.
  • Global Teacher Shortage: UNESCO reported that the world currently has around 107 million teachers but requires another 50 million by 2030 to achieve universal pre-primary, primary and secondary education. A significant share of this requirement is linked to replacing teachers leaving the profession.
  • Organising Institutions: The global observance is associated with UNESCO, the International Labour Organization, UNICEF and Education International. The 2026 global celebration was held at UNESCO Headquarters in Paris.

Karl Deisseroth, Peter Hegemann and Georg Nagel Win 2026 Nobel Medicine Prize

In the News: Karl Deisseroth, Peter Hegemann and Georg Nagel have been awarded the 2026 Nobel Prize in Physiology or Medicine for their discoveries concerning light-gated ion channels and optogenetics. Their work created a powerful method for controlling specific nerve cells with light and studying how neural circuits influence memory, emotions and behaviour. The prize was announced by the Nobel Assembly at Karolinska Institutet on October 5, 2026.

Key Points:

  • 2026 Nobel Medicine Laureates: The prize is shared jointly by Karl Deisseroth, Peter Hegemann and Georg Nagel. Their research established optogenetics as a major tool in modern neuroscience by allowing scientists to activate or inhibit selected nerve cells using light.
  • Discovery of Channelrhodopsin: Peter Hegemann and Georg Nagel discovered channelrhodopsin, a light-sensitive protein found in the single-celled alga Chlamydomonas. When exposed to blue light, the protein opens an ion channel, allowing charged ions to enter the cell and generate an electrical impulse.
  • Development of Optogenetics: Karl Deisseroth introduced the gene for channelrhodopsin into nerve cells and demonstrated that blue light could trigger neural signals. His major breakthrough was published in 2005, and the technique was later successfully applied in the brains of living animals.
  • Importance in Neuroscience: Optogenetics enables researchers to identify neural circuits responsible for specific memories, emotions and behaviours. It has significantly improved understanding of the brain and is being studied for applications relating to neurological and psychiatric disorders as well as restoration of vision.
  • About the Nobel Medicine Prize: The Nobel Prize in Physiology or Medicine is awarded by the Nobel Assembly at Karolinska Institutet, Sweden. The 2026 prize carries a monetary award of 12 million Swedish kronor, which is shared equally among the three laureates.
