IAS Officer Saurabh Vijay Takes Charge as CEO of UIDAI

In the New: IAS officer Saurabh Vijay assumed charge as the Chief Executive Officer (CEO) of the Unique Identification Authority of India (UIDAI). A 1998-batch Indian Administrative Service officer of the Maharashtra cadre and a civil engineer from IIT-Delhi, Vijay brings wide administrative and international experience across governance, finance and policy to the leadership of India's Aadhaar-issuing authority.

JANANI Platform Launched for Maternal & Child Healthcare

In the News: The Ministry of Health and Family Welfare has launched JANANI (Journey of Antenatal, Natal and Neonatal Integrated Care), a digital platform designed to strengthen maternal and child healthcare services across India. The platform comprehensively monitors and maintains digital health records of women during their reproductive age, covering antenatal care, delivery, postnatal care, newborn care, home-based newborn and young child care, and family planning. Till date, over 1.34 crore beneficiaries have registered on the platform.

These features enable health workers to intervene earlier when complications such as gestational diabetes, hypertension, anaemia, or other pregnancy complications are detected, potentially improving both maternal and infant survival outcomes.

India and Norway Elevate Ties to Green Strategic Partnership During PM Modi’s Historic Official Visit

In the News: During Prime Minister Narendra Modi's first-ever visit to Norway on May 18-19, 2026 - the first by an Indian Prime Minister in 43 years - India and Norway elevated their bilateral relationship to a Green Strategic Partnership. Following delegation-level talks with Norwegian Prime Minister Jonas Gahr Store in Oslo, both leaders outlined a comprehensive framework for increased collaboration in areas ranging from clean energy and climate resilience to the blue economy and green shipping.

PM Modi Receives Grand Cross of the Royal Norwegian Order of Merit

In the News: His Majesty King Harald V of Norway conferred upon Prime Minister Narendra Modi the 'Grand Cross of the Royal Norwegian Order of Merit' in a special ceremony hosted in Oslo. The award is Norway's highest honour bestowed on foreign Heads of Government and is conferred in recognition of outstanding service in the interest of Norway and humankind. This is Prime Minister Modi's 32nd international honour.

Sweden Joins India’s Venus Orbiter Mission – Shukrayaan

In the News: During Prime Minister Narendra Modi's visit to Gothenburg, Sweden, the Indian Space Research Organisation (ISRO) and Sweden's National Space Agency signed a Memorandum of Understanding (MoU) for collaboration on India's Shukrayaan mission - the country's first dedicated mission to study Venus. The agreement was among the key outcomes of the bilateral summit, during which India and Sweden elevated their relationship to a strategic partnership.

  • Shukrayaan Mission Overview: Shukrayaan, meaning "Venus Craft" in Sanskrit, is India's first dedicated Venus exploration mission, planned for launch on 29 March 2028 using ISRO's LVM-3 rocket - the same launch vehicle that carried Chandrayaan-3 to the Moon. The Venus Orbiter Mission was approved by the Union Cabinet in September 2024 with a budget of approximately Rs 1,236 crore. After a 112-day journey, the spacecraft will enter a specialised elliptical orbit ranging from 500 km to 60,000 km above the Venusian surface on July 19, 2028, enabling data capture from varying altitudes. The mission successfully completed its Preliminary Design Review in April 2026.
  • India-Sweden Space Collaboration: Under the space agreement, the Swedish Institute of Space Physics (IRF) will provide a scientific instrument called the Venusian Neutrals Analyser (VNA), which will be integrated into a larger plasma package named VISWAS (Venus Ionospheric and Solar Wind Particle AnalySer), developed by India's Space Physics Laboratory in Thiruvananthapuram, Kerala. The VNA will measure neutral particles escaping from Venus's upper atmosphere due to solar wind interaction, helping scientists understand how Venus has gradually lost its atmosphere over millions of years. India-Sweden space cooperation dates back to the 1980s, with Sweden having contributed instruments to India's earlier Chandrayaan missions as well.

Venus, often called Earth's twin sister due to its similar size, has surface temperatures exceeding 460 degrees Celsius, thick clouds of sulphuric acid, and extremely high atmospheric pressure, making it a subject of deep scientific curiosity about why two similarly born planets evolved so differently. The mission will carry 19 scientific payloads in total, with key international contributions including Russia's Space Research Institute providing the Venus Infrared Atmospheric Gases Linker (VIRAL).

CIC Exemption of BCCI from the RTI Act, 2005

In the News: The Central Information Commission (CIC) ruled that the Board of Control for Cricket in India (BCCI) is not a "public authority" under Section 2(h) of the Right to Information (RTI) Act, 2005. The order, delivered by Information Commissioner P.R. Ramesh, overturns a 2018 CIC decision that had declared the BCCI a public authority and directed it to appoint Public Information Officers.

Key Points:

  • CIC's Ruling and Legal Basis: The CIC held that the BCCI does not satisfy the definition of "public authority" under Section 2(h) of the RTI Act, noting that it is a society registered under the Tamil Nadu Societies Registration Act, 1975, and was neither established by the Constitution nor created by any law enacted by Parliament. The Commission distinguished between a body "created by statute" and one "merely governed by statute" after being formed through private initiative, holding that the BCCI falls in the latter category and that registration under a statute gives legal recognition, not statutory status.
  • Absence of Government Control and Financing: The CIC found no "deep or pervasive control" exercised by the government over the BCCI's administration, management, or internal functioning, noting that its office bearers are elected internally, no government nominee sits on its committees, and government approval is not required for its decisions. The Commission also held that the BCCI is financially self-sustaining, generating revenue independently through media rights, sponsorships, broadcasting agreements and ticket sales, and that tax exemptions or the use of government-owned stadiums do not amount to "substantial financing" under the RTI Act.
  • Supreme Court Precedents Relied Upon: The CIC drew heavily on the Supreme Court's 2005 judgment in Zee Telefilms Ltd v Union of India, which held that the BCCI is not "State" under Article 12 of the Constitution as it has no government shareholding or significant financial assistance from the state. The Commission also relied on Thalappalam Service Cooperative Bank Ltd v State of Kerala (2013), which established that "control" under Section 2(h) must be "substantial and pervasive" over management, policy, administration and financial affairs, not mere regulatory supervision.
  • Background and Earlier Developments: The case originated from an RTI application filed with the Ministry of Youth Affairs and Sports by a Delhi resident seeking information about the BCCI's authority to select national players and the government's control over cricket administration. In 2018, then-Information Commissioner M. Sridhar Acharyulu had declared the BCCI a public authority, but the Madras High Court set aside that order and remanded the matter for fresh consideration. The Lodha Committee and the Law Commission (275th Report, 2018) had both recommended bringing the BCCI under the RTI Act, but these recommendations were never enacted into binding law.
