SSC CGL Tier I 2017 was conducted in 43 shifts this year. The main observation derived from the question papers of the different shifts was that – there was a huge variation in the difficulty levels of the exam. Some were very easy while others were very difficult. However, it’s not a new thing for the CAT, GATE, IBPS, and other competitive examinations held in India. They had a formula in place to normalize the scores of the candidates. So, it was never an issue. Similarly, for the examination conducted by SSC this year, students expect normalization to be applied. For many students, the inconsistency in the difficulty levels was a great disappointment.

As a result, a group of students have filed an RTI for normalization in the exam. Furthermore, they also approached the SSC office. However, the SSC officials stated that the difficulty level was consistent for all the shifts. This has been proven to be not true, as observed by the industry experts.

This RTI has got immense support from a majority of students, and they have filed a court case pertaining to the same. Their case has been accepted by the Central Administrative Tribunal on 3rd October 2017.

We want to describe the normalization so that you can have a better idea. Normalization is based on a simple formula and on a few parameters. Once the normalization formula is applied to the scores of the candidates, the scorecard is devised based on it in place of the actual marks scored. Density functions are analyzed and accordingly the difficulty level is determined for all the papers conducted in different sessions.
