राष्ट्रीय 

प्रधानमंत्री गरीब कल्याण योजना के तहत 1.70 लाख करोड़ रुपये के राहत पैकेज की घोषणा 

वित्त मंत्री निर्मला सीतारमण ने और उसके आर्थिक प्रभाव से निपटने एवं देशव्यापी को लेकर गुरुवार को प्रधानमंत्री गरीब कल्याण योजना के तहत 1.70 लाख करोड़ रुपये के राहत पैकेज की घोषणा की। यह राशि जरूरतमंदों की सहायता के लिये दी जा रही है। 

वित्त मंत्री ने कहा कि सभी श्रेणी के लोगों की सहायता को ध्यान में रखकर यह राहत पैकेज दिया जा रहा है। उन्होंने  महामारी से निपटने के लिये जुट डाक्टरों और स्वास्थ्य कर्मियों के लिये 50 लाख रुपये के बीमा कवर की घोषणा भी की है। वहीं, राशन की दुकानों से 80 करोड़ परिवारों को अतिरिक्त 5 किलो गेहूं या चावल के साथ एक किलो दाल तीन महीने के लिये मुफ्त दी जाएगी। 

मामले से जुड़ी अहम जानकारियां : 

पीएम गरीब कल्याण अन्न योजना के अधीन 80 करोड़ गरीब लोगों के लिए भोजन की व्यवस्था की जाएगी ताकि कोई गरीब भूखा नहीं रहे। इस योजना के अंतर्गत 5 किलो गेहूं या चावल तीन महीने तक मिलेगा। इसका फायदा 80 करोड़ लाभार्थियों को होगा। यह सार्वजनिक वितरण प्रणाली (PDS) से मिलने वाले लाभ से इतर होगा। इसके अलावा, एक किलो दाल का भी प्रावधान है। 

उन्होंने कहा कि के खतरे के बीच अपनी जान जोखिम में डालकर इलाज करने में लगे डॉक्टरों और अन्य स्वास्थ्यकर्मियों को 50 लाख रुपये का मेडिकल इंश्योरेंस कवर (Medical Insurance Cover) दिया जाएगा। 

पीएम किसान योजना के तहत किसानों को हर साल 6000 रुपये दिए जाते हैं। अप्रैल के पहले हफ्ते में 2000 रुपये की किस्त खाते में डाल दी जाएगी। 8 करोड़ से ज्यादा किसानों को इसका लाभ होगा। 

वित्त मंत्री ने कहा कि हमने मजदूरों को राहत देते हुए उनकी दैनिक मजदूरी बढ़ाने का फैसला किया है। मनरेगा (MANREGA) के तहत मजदूरी को बढ़ाकर 182 रुपये से 202 रुपये कर दिया गया है। सीतारमण ने कहा कि 20 करोड़ महिला जनधन खातों में अगले तीन महीने तक 500 रुपये हर महीने डाले जाएंगे ताकि वे घर की जरूरतें पूरी कर सकें। 

वित्त मंत्री ने कहा कि प्रधानमंत्री उज्ज्वला योजना के तहत आठ करोड़ महिलाओं को गैस सिलेंडर कनेक्शन दिए गए हैं। उन्हें रसोई गैस की दिक्कत न हो इसलिए उन्हें अगले तीन महीने तक मुफ्त में रसोई गैस के सिलेंडर मिलते रहेंगे। 

तमिलनाडु के मुख्यमंत्री, मयिलादुथुराई जिले को बनाने के लिए नागापट्टिनम को विभाजित किया जाएगा 

• तमिलनाडु के मुख्यमंत्री एडप्पादी पलानीस्वामी ने नागापट्टिनम के मौजूदा जिले को द्विभाजित करके एक नया जिला मयिलादुथुराई बनाने की घोषणा की है। 

• इसके साथ, राज्य में कुल जिलों की संख्या बढ़कर 38 हो गई है। 

• अब तक, तमिलनाडु में 37 जिले थे, जिनमें से पांच नए जिले 2019 में बनाए गए थे। 

आईएमएफ ने सरकार के ट्रैकर को लॉन्च किया। 

• अंतर्राष्ट्रीय मुद्रा कोष ने "ट्रैवर्स ऑफ पॉलिसीज गवर्नमेंट्स इन रिस्पॉन्स टू सीओवीआईडी -19" लॉन्च किया है। 

• नीति ट्रैकर महामारी को रोकने के लिए विभिन्न देशों की सरकार द्वारा की गई प्रमुख आर्थिक प्रतिक्रियाओं की रूपरेखा तैयार करता है। पॉलिसी ट्रैकर में 24 मार्च, 2020 तक का अद्यतन डेटा है। 

• पॉलिसी ट्रैकर तीन स्तंभों के आधार पर प्रतिक्रियाओं को कवर करता है, अर्थात्:

 विनिमय दर और भुगतान का संतुलन

 ओडिशा सरकार ने "मो जीबन" कार्यक्रम शुरू किया 

• ओडिशा के मुख्यमंत्री नवीन पटनायक ने ओडिशा में मो जीबन कार्यक्रम शुरू किया। महामारी के रोकथाम के लिए "मो जीबन" कार्यक्रम शुरू किया गया है। 

• मो जीबन कार्यक्रम के माध्यम से, ओडिशा के मुख्यमंत्री ने राज्य के लोगों से घर के अंदर रहने का संकल्प लेने का आग्रह किया है।

माइक्रोसॉफ्ट और अमेरिका के CDC ने AI बॉट 'Clara' बनाने के लिए मिलाया हाथ 

अमेरिका के रोग नियंत्रण और रोकथाम केंद्र (Centers for Disease Control and Prevention) ने  के संभावित लक्षणों की जाँच करने में लोगों की मदद करने के लिए 'Clara' नाम का एक नया एआई बॉट शुरू किया है। CDC ने Clara को बनाने के लिए CDC Foundation और Microsoft Azure’s Healthcare Bot सेवा के साथ साझेदारी की है, वर्तमान में "self-checker" बॉट केवल US में CDC की वेबसाइट पर उपलब्ध है। 

बैंकिंग और अर्थव्यवस्था 

2019-20 में ग्रामीण बुनियादी ढांचे के निर्माण के लिए 42,313 करोड़ रुपये तक की वित्तीय सहायता प्रदान की 

• शीर्ष कृषि वित्तीय संस्थान, नेशनल बैंक फॉर एग्रीकल्चर एंड रूरल डेवलपमेंट (NABARD) ने चालू वित्त वर्ष 2019-20 में ग्रामीण बुनियादी ढांचे के निर्माण के लिए 42,313 करोड़ रुपये तक की वित्तीय सहायता प्रदान की है। 

• अब तक, नाबार्ड ने ग्रामीण संपर्क के लिए 5,686 करोड़ रुपये प्रदान करने के अलावा चालू वर्ष के दौरान 20,869 करोड़ रुपये का वितरण किया है 

• पिछले पांच वर्षों में, नाबार्ड ने ग्रामीण विकास की दिशा में 1.98 लाख करोड़ रुपये का वितरण किया है। 

समझौते एवं सम्मेलन 

मंत्रिमंडल ने रेलवे क्षेत्र में भारत और जर्मनी के बीच सहमति पत्र को मंजूरी दी 

केंद्रीय मंत्रिमंडल ने 25 मार्च 2020 को भारत और जर्मनी के बीच ज्ञापन समझौते को मंज़ूरी दे दी है। इस ज्ञापन समझौते पर रेल मंत्रालय और जर्मनी के डीबी इंजीनियरिंग एंड कंसल्टिंग जीएमबीएच के बीच हस्ताक्षर किए गए थे। इस ज्ञापन समझौते पर फरवरी 2020 में हस्ताक्षर किए गए थे। 

यह समझौता रेलवे क्षेत्र में तकनीकी सहयोग की सुविधा प्रदान करेगा। भारत और जर्मनी के सम्बन्ध मजबूत और मित्रतापूर्ण हैं। ये मुख्यतः व्यापार, तकनीकी शिक्षा और सांस्कृतिक आदान-प्रदान पर केंद्रित हैं। 

इस समझौता ज्ञापन (एमओयू) से रेलवे क्षेत्र में तकनीकी सहयोग के लिए हुए निम्नालिखित क्षेत्रों में सहयोग कायम हो सकेगा 

• माल परिचालन: माल परिचालन में सीमा पार परिवहन, मोटर वाहन परिवहन आदि शामिल है। 

• यात्री परिचालन: यात्री परिचालन में उच्च गति और सीमा पार यातायात आदि शामिल है।

• बुनियादी ढांचा निर्माण और प्रबंधन: बुनियादी ढांचा निर्माण और प्रबंधन में समर्पित माल गलियारों और यात्री स्टेशनों के विकास आदि शामिल है। 

• आधुनिक, प्रतिस्पर्धी रेलवे संगठन का विकास: इसमें संगठनात्मक संरचनाओं के सुधार और रेलवे के उद्धार आदि शामिल है। 

• रेलवे आईटी समाधान: रेलवे के परिचालन, विपणन और बिक्री के साथ-साथ प्रशासनिक उद्देश्यों के लिए आईटी समाधान आदि है। 

शोक संदेश 

"एस्टेरिक्स और ओबेलिक्स" के निर्माता अल्बर्ट उडेरो का निधन 

"Asterix और Obelix" कॉमिक्स के सह-निर्माता अल्बर्ट उडेरो का निधन हो गया। अल्बर्ट उडेरजो ने साल 1959 में फ्रांस के अपने साथी और लेखक रेने गोसनी के साथ मिलकर एस्टेरिक्स का निर्माण किया। "एस्टेरिक्स और ओबेलिक्स" ने पिछले 60 वर्षों से अपने दर्शकों का मनोरंजन करता आ रहा है। 

"एस्टेरिक्स द गॉल" पहली एस्टरिक्स किताब थी जिसे 1961 में लॉन्च किया गया था और जो रातोंरात सनसनी बन गई थी। पिछले साल जारी की गई "एस्टेरिक्स एंड द चीटरन्स डॉटर" की लगभग 1।6 मिलियन प्रतियां बिकने के बाद यह बेस्ट-सेलर की सूची में शीर्ष पर पहुँच गई थीं।

National 

Finance Minister announces relief package under Pradhan Mantri Garib Kalyan Yojana 

• The Union Finance & Corporate Affairs Minister Niramla Sitharaman has announced the relief package under Pradhan Mantri Garib Kalyan Yojana. The new relief package under Pradhan Mantri Garib Kalyan Yojana has been launched for the poor to help them fight the battle against current situation. 

Key benefeciaries of the Pradhan Mantri Garib Kalyan Yojana: 

• The scheme will benefit the poors by providing an ex-gratia of Rs 500 per month to 20.40 crores PMJDY women account-holders. The amount would be given for the next three months. 

• The scheme will benefit the 8 crore poor families by providing them Gas cylinders free of cost for the next three months. 

• The scheme will benefit 8.7 crore farmers. It will ensure the payment of the first instalment of Rs 2,000 which was due in 2020-21, in April 2020 itself under the PM KISAN Yojana. 

• The scheme will benefit the low wage-earners earning below Rs 15,000 per month in businesses comprising less than 100 workers. Government of India has proposed to pay 24% of their monthly wages into their PF accounts for the next three months. 

• The scheme will benefit 3 crore aged widows and people in Divyang category by giving them Rs 1,000 to overcome the difficulties during the next three months. 

• The scheme will benefit the Mahatma Gandhi National Rural Employment Gurantee Act (MNREGA) workers as their wages would be increased by Rs 20 with effect from 1 April, 2020. This will provide an additional benefit of Rs 2,000 annually to a worker. 

• The scheme will benefit women who are organised through 63 lakhs Self Help Groups (SHGs) by increasing the collateral free lending from Rs 10 lakhs to Rs 20 lakhs. 

Tamil Nadu’s Nagapattinam District Bifurcated to Form Mayiladuthurai as 38th District 

• Tamil Nadu Chief Minister Edappadi Palaniswamy has announced the formation of a new district Mayiladuthurai by bifurcating the existing district of Nagapattinam. 

• With this, the total number of districts in the state has increased to 38 

• Till date, Tamil Nadu had 37 districts, of which five new districts were formed in 2019.

• The International Monetary Fund has launched a “Tracker of Policies Governments are Taking in Response to current situation”. 

• The policy tracker outlines the key economic responses taken by the government of various countries in order to contain the current situation The policy tracker has the updated data till March 24, 2020.

• Odisha’s Chief Minister Naveen Patnaik launched Mo Jeeban programme in Odisha. The “Mo Jeeban” programme was launched for the containment of current situation

• Through Mo Jeeban programme, the chief minister of Odisha urged the people of the state to take a pledge to stay indoors 

International 

Saudi king to chair G20 video summit on current situation on March 26 

• Saudi Arabia’s King Salman bin Abdulaziz Al Saud will chair an emergency virtual summit of G20 leaders on March 26, 2020. The meeting is titled ‘G20 Extraordinary Virtual Leaders’ Summit on current situation'.

• Saudi Arabia currently holds the G20 presidency and hence is chairing the meet. 

• India is a member nation of the G20 group. The other members include Argentina, Australia, Brazil, Canada, China, Germany, France, Indonesia, Italy, Japan, Mexico, the Russian Federation, Saudi Arabia, South Africa, South Korea, Turkey, the UK and the US. 

Microsoft & US CDC tie-up to create AI bot ‘Clara’ 

• The U.S. Centers for Disease Control and Prevention (CDC) has introduced an AI bot called ‘Clara’ to help people assess potential symptoms of current situation

• The CDC has partnered up with CDC Foundation and Microsoft Azure’s Healthcare Bot service to create Clara, the "self-checker” the bot is currently only available in the US on the CDC website.

NABARD Extends Financial Support of Rs 42,313 cr in FY’20 for rural infrastructure 

• The apex agriculture financial institution, National Bank for Agriculture and Rural Development (NABARD) has provided a financial support up to Rs 42,313 crore towards building rural infrastructure in the current fiscal year 2019-20. 

• Till date, NABARD has disbursed Rs 20,869 Crore during the current year in addition to providing Rs 5,686 Crore for rural connectivity 

• In the last five years, NABARD has disbursed Rs 1.98 lakh crore towards rural development.

Cabinet approves MoUs between India & Germany in railway sector 

• The Union Cabinet recently approved a Memorandum of Agreement (MoU) between India and Germany for cooperation in the Railway Sector. The agreement was signed earlier in February 2020 between both the sides. 

• From Indian side, the agreement was signed by the Ministry of Railways and from Germany side, DB Engineering and Consulting GMBH was the signatory. 

Obituary 

“Asterix and Obelix” co-creator Albert Uderzo passes away 

The co-creator of the “Asterix and Obelix” comics, Albert Uderzo passed away. Albert Uderzo produced Asterix in 1959 along with the fellow Frenchman and writer Rene Goscinny. “Asterix and Obelix” entertained its audience over the past 60 years.
