जापान ने चार प्रमुख शहरों में तीन महीने की आपातकाल की घोषणा की

• जापान ने C-19 मामलों में हालिया उछाल के बाद 25 अप्रैल से टोक्यो, ओसाका, क्योटो और ह्योगो में आपातकाल की स्थिति घोषित कर दी है। 11 मई तक आपातकाल की घोषणा करते हुए, प्रधान मंत्री योशिहिदे सुगा ने कहा कि आपातकाल का उद्देश्य छोटा और गहन होना है। उन्होंने कहा, यह मई के पहले सप्ताह से अप्रैल के अंत से जापान के गोल्डन वीक की छुट्टियों के दौरान लोगों को यात्रा करने और फैलाने से रोकना है।
• यह जापान की तीसरी आपातकालीन स्थिति है जब से महामारी शुरू हुई और टोक्यो क्षेत्र में पहले के एक महीने के बाद आई। उपायों में बार, डिपार्टमेंट स्टोर, मॉल, थीम पार्क, थिएटर और संग्रहालय के लिए शटडाउन आदेश शामिल हैं। ऐसे रेस्तरां जो शराब और सार्वजनिक परिवहन सेवाओं की सेवा नहीं करते हैं, उन्हें जल्दी बंद करने के लिए कहा गया है। स्कूल खुले रहेंगे, लेकिन विश्वविद्यालयों को ऑनलाइन कक्षाओं में लौटने के लिए कहा गया है। मास्क पहनना, घर में रहना और आम जनता के लिए अन्य उपाय गैर-अनिवार्य अनुरोध हैं।

अहमदाबाद में कोविद अस्पताल स्थापित करने के लिए DRDO

• केंद्रीय गृह मंत्री अमित शाह ने कहा है कि गुजरात के गांधीनगर में एक और समर्पित 1200 बिस्तर कोविद अस्पताल स्थापित किया जाएगा। उन्होंने अहमदाबाद में गुजरात विश्वविद्यालय के कन्वेंशन और प्रदर्शनी केंद्र में DRDO और गुजरात सरकार द्वारा स्थापित 900 बिस्तर समर्पित कोविद अस्पताल का दौरा किया।
• केंद्रीय गृह मंत्री अमित शाह ने कहा है कि 1200 बिस्तर समर्पित कोविद अस्पताल गांधीनगर के हेलीपैड मैदान में स्थापित किए जाएंगे। इस अस्पताल में 600 आईसीयू बेड होंगे। इसे टाटा ट्रस्ट के सहयोग से DRDO द्वारा स्थापित किया जाएगा। श्री शाह ने कहा कि अहमदाबाद में अलगाव केंद्र भी होंगे जिसके लिए कर्णावती क्लब, राजपथ क्लब, अहमदाबाद जिला सहकारी बैंक, गुजरात राज्य सहकारी बैंक ने अपनी सहमति दी है।

छत्तीसगढ़ सरकार ने अधिकारियों और कर्मचारियों के एक दिन का वेतन काटने की घोषणा की

• छत्तीसगढ़ सरकार ने घोषणा की है कि वह कोरोना संक्रमण से प्रभावित राज्य के जरूरतमंद लोगों की सहायता के लिए मुख्यमंत्री राहत कोष में योगदान के लिए अप्रैल महीने में अधिकारियों और कर्मचारियों के एक दिन के वेतन में कटौती करेगी।
• इस बीच, छत्तीसगढ़ सरकार द्वारा अस्पतालों में बिस्तरों की संख्या बढ़ाने और विभिन्न कोविद अस्पतालों में डॉक्टरों और पैरा मेडिकल कर्मचारियों की पर्याप्त तैनाती के लिए चिकित्सा ऑक्सीजन की निरंतर आपूर्ति सुनिश्चित करने के प्रयास किए जा रहे हैं। कोविद मामलों में वृद्धि के बीच, छत्तीसगढ़ के स्वास्थ्य विभाग ने 296 नए डॉक्टरों की पोस्टिंग की है जिन्होंने डॉक्टरों की कमी को दूर करने के लिए अपने M.B.B.S को पूरा किया है। इन डॉक्टरों को विभिन्न सरकारी मेडिकल कॉलेज अस्पतालों, जिला अस्पतालों के साथ-साथ राज्य के सामुदायिक और प्राथमिक स्वास्थ्य केंद्रों में तैनात किया गया है। इन डॉक्टरों को दस दिनों के भीतर अपने-अपने अस्पतालों से जुड़ने का निर्देश दिया गया है।

न्यायमूर्ति एन वी रमन्‍ना ने 48 वें मुख्य न्यायाधीश के रूप में शपथ ली

• जस्टिस नथालपति वेंकट रमण ने भारत के 48 वें मुख्य न्यायाधीश के रूप में शपथ ली। 26 अगस्त, 2022 तक न्यायमूर्ति रमण सोलह महीने के लिए पद संभालेंगे।
• न्यायमूर्ति रमण ऐसे समय में पदभार संभाल रहे हैं जब न्यायपालिका C-19 की दूसरी लहर के कारण एक आभासी मोड में वापस जा रही है, और उसे न्याय में बिना रुकावट पहुंच सुनिश्चित करने का काम सौंपा गया है। राष्ट्रीय विधिक सेवा प्राधिकरण के अध्यक्ष के रूप में, न्यायमूर्ति रमन्‍ना ने महामारी के दौरान वकीलों और वादकारियों को ई-अदालतों के अनुकूल प्रशिक्षण सुनिश्चित करने का प्रयास किया।

 RBI ने अतनु चक्रवर्ती को HDFC बैंक के अंशकालिक अध्यक्ष के रूप में मंजूरी दी

• भारतीय रिजर्व बैंक (RBI) ने पूर्व आर्थिक मामलों के सचिव, अतनु चक्रवर्ती की नियुक्ति को मंजूरी दी है, जो कि निजी क्षेत्र के ऋणदाता HDFC बैंक के अंशकालिक अध्यक्ष और अतिरिक्त स्वतंत्र निदेशक हैं। वह अप्रैल 2020 में आर्थिक मामलों के विभाग के सचिव के रूप में सेवानिवृत्त हुए। इससे पहले, उन्होंने निवेश और सार्वजनिक संपत्ति प्रबंधन विभाग (DIPAM) के सचिव के रूप में कार्य किया।
• गुजरात कैडर के 1985 बैच के IAS अधिकारी, चक्रवर्ती को 5 मई, 2021 या उनके पदभार संभालने की तारीख, जो भी बाद में हो से तीन साल की अवधि के लिए नियुक्त किया गया है।

प्रयोगशाला पशुओं के लिए विश्व दिवस हर साल 24 अप्रैल को मनाया जाता है

• प्रयोगशालाओं में जानवरों के लिए विश्व दिवस या विश्व प्रयोगशाला पशु दिवस या प्रयोगशाला पशुओं के लिए विश्व दिवस के रूप में भी जाना जाता है, हर साल 24 अप्रैल को मनाया जाता है। यह दिन 1979 में नेशनल एंटी-विविसेक्शन सोसाइटी (NAVS) द्वारा प्रयोगशालाओं में जानवरों के लिए "स्मरणोत्सव के अंतर्राष्ट्रीय दिवस" के रूप में शुरू किया गया था।
• WDAIL का लक्ष्य दुनिया भर की प्रयोगशालाओं में जानवरों की पीड़ा को समाप्त करना है और उन्नत वैज्ञानिक गैर-पशु तकनीकों के साथ उनके प्रतिस्थापन को बढ़ावा देना है। इसके अलावा, "वर्ल्ड वीक फॉर एनिमल्स इन लेबोरेटरीज" (लैब एनिमल वीक) 20 से 26 अप्रैल तक मनाया जाता है।

हैदराबाद की रूमाना सिन्हा सहगल ने नेल्सन मंडेला विश्व मानवतावादी पुरस्कार 2021 जीता

• हैदराबाद, आंध्र प्रदेश से सॉफ्टवेयर इंजीनियर से उद्यमी बनी, रूमाना सिन्हा सहगल, ने डिप्लोमैटिक मिशन ग्लोबल पीस द्वारा नेल्सन मंडेला विश्व मानवतावादी पुरस्कार 2021 जीता। उन्हें वर्चुअली विभिन्न सामग्रियों और गैर-बायोडिग्रेडेबल सामग्रियों को पुनरावर्तित करके अभिनव और कार्यात्मक हरे उत्पादों के विकास के क्षेत्र में उनके योगदान के लिए सम्मानित किया गया था।
• 50- बिजनेस लीडर 2021 सोशल एंटरप्रेन्योरशिप के तहत राष्ट्रव्यापी पुरस्कार।
• जनवरी 2021 में इन्फ्लुएंसर शिखर सम्मेलन में इंटरनेशनल इन्फ्लुएंसर ऑफ़ द इयर 2021।

RBI ने वाणिज्यिक बैंकों को पूर्व-कोविद लाभांश के 50% तक का भुगतान करने की अनुमति दी

• भारतीय रिज़र्व बैंक (RBI) ने कमर्शियल बैंकों को 31 मार्च, 2021 को समाप्त होने वाले FY21 के लिए कुछ शर्तों और सीमाओं के अधीन लाभ से इक्विटी शेयरों पर लाभांश का भुगतान करने की अनुमति दी है। RBI की नई अधिसूचना कमर्शियल बैंकों को निर्धारित किए गए लाभांश भुगतान अनुपात के अनुसार निर्धारित राशि का 50 प्रतिशत तक के लाभांश का भुगतान करने की अनुमति देती है। इसका मतलब यह है कि बैंक कोविड परिदृश्य से पहले भुगतान किए गए 50% तक लाभांश का भुगतान कर सकते हैं।
• इससे पहले, RBI ने सभी बैंकों से कहा था कि चल रहे तनाव और C-19 के कारण अनिश्चितता के कारण लाभ से FY20 के लिए इक्विटी शेयरों पर कोई लाभांश भुगतान न करें। सहकारी बैंकों के लिए, लाभांश पर सभी प्रतिबंध हटा दिए गए हैं और उन्हें 31 मार्च, 2021 को समाप्त वित्तीय वर्ष के लाभ से इक्विटी शेयरों पर लाभांश का भुगतान करने की अनुमति दी गई है। हालांकि, RBI ने सभी बैंकों को लाभांश भुगतान के बाद लागू न्यूनतम विनियामक पूंजी आवश्यकताओं को पूरा करने के लिए भी निर्देश दिया है।

Japan declares three months emergency in four major cities

• Japan has declared a state of emergency in Tokyo, Osaka, Kyoto and Hyogo from April 25, after a recent surge in C-19 cases. Announcing the emergency till 11th May, Prime Minister Yoshihide Suga said that the emergency is intended to be short and intensive. He said, it is to stop people from travelling and spreading the virus during Japan’s Golden Week holidays from late April through the first week of May.
• This is Japan's third state of emergency since the pandemic began and comes after a month of an earlier emergency in the Tokyo area. The measures include shutdown orders for bars, department stores, malls, theme parks, theatres and museums. Restaurants that do not serve alcohol and public transportation services are asked to close early. Schools will stay open, but universities are asked to return to online classes. Mask-wearing, staying home and other measures for the general public remain non-mandatory requests.

DRDO to set up covid hospital in Ahmedabad

• Union Home Minister Amit Shah has said that another dedicated 1200 bed Covid hospital will be set up at Gandhinagar in Gujarat. He made a visit to the 900 bed dedicated Covid hospital set up by DRDO and Gujarat Government at Gujarat University Convention and Exhibition Centre in Ahmedabad.
• Union Home Minister Amit Shah has said that the 1200 bed dedicated Covid hospital will be set up at Helipad ground in Gandhinagar. This hospital will have 600 ICU beds. It will be set up by DRDO in collaboration with Tata Trust. Mr. Shah said that Ahmedabad will also have Isolation centers for which Karnavati club, Rajpath Club, Ahmedabad District Cooperative Bank, Gujarat State Cooperative Bank and Umiya Pariwar have given their consent.

Chhattisgarh government announces to deduct one day salary of officers and employees

• The Chhattisgarh Government has announced that it will deduct one day salary of officers and employees in the month of April for contribution to the Chief Minister Relief Fund in order to help the needy people of the state affected by corona infection.
• Meanwhile, efforts are being made by the Chhattisgarh government to increase the number of beds in hospitals and to ensure continuous supply of medical oxygen as well as for the adequate deployment of doctors and para- medical staff in various Covid hospitals. Amidst surge in Covid cases, the Health Department of Chhattisgarh has made the posting of 296 new doctors who have completed their M.B.B.S to address shortage of doctors. These doctors have been posted in various government medical college hospitals, district hospitals as well as community and primary health centers of the state. These doctors have been instructed to join their respective hospitals within ten days.

Justice N. V. Ramana takes oath as 48th Chief Justice of India

• Justice Nuthalapati Venkata Ramana was sworn in as the 48th Chief Justice of India. Justice Ramana’s will hold the post for sixteen months, until August 26, 2022.
• Justice Ramana takes over at a time when the judiciary is going back to a virtual mode, due to the second wave of C-19, and is entrusted with ensuring un-interrupted access to justice. As Chairperson of the National Legal Services Authority, Justice Ramana led efforts to ensure training to lawyers and litigants to adapt to e-courts during the pandemic.

RBI approved Atanu Chakraborty as HDFC Bank’s part-time chairman

• The Reserve Bank of India (RBI) has approved the appointment of former Economic Affairs Secretary, Atanu Chakraborty, as the part-time chairman and additional independent director of the private sector lender HDFC Bank. He retired as Secretary of the Department of Economic Affairs in April 2020. Prior to that, he served as Secretary of the Department of Investment and Public Asset Management (DIPAM).
• Chakraborty, a 1985 batch IAS officer of Gujarat cadre, has been appointed for a period of three years with effect from May 5, 2021 or the date of his taking charge, whichever is later.

World Day for Laboratory Animals is observed every year on 24 April

• The World Day For Animals In Laboratories (WDAIL)( World Lab Animal Day or World Day for Laboratory Animals), is observed every year on 24 April. The day was instituted in 1979 by the National Anti-Vivisection Society (NAVS), as an “international day of commemoration” for animals in laboratories.
• WDAIL aims to end the suffering of animals in laboratories around the world and promote their replacement with advanced scientific non-animal techniques. Apart from this, the “World Week for Animals In Laboratories” (Lab Animal Week) is celebrated from April 20 to 26.

Hyderabad’s Rumana Sinha Sehgal won the Nelson Mandela World Humanitarian Award 2021

• Rumana Sinha Sehgal, Software engineer turned entrepreneur from Hyderabad, Andhra Pradesh, won the Nelson Mandela World Humanitarian Award 2021 by the Diplomatic Mission Global Peace. She was virtually awarded for her contribution to the field of developing innovative and functional green products by recycling varied materials and non-biodegradable materials.
• Nationwide Award -under 50- Business Leader 2021 of Social entrepreneurship.
• International Influencer of the year 2021’ at the Influencer Summit in January 2021.
• ReXKarmaveer Chakra (silver) and Global Fellowship award 2019 for her work in the zone of women and child empowerment.
• She was crowned as the ‘Mrs Universe Successful 2018’.

 BANKING AND ECONOMY

RBI allows commercial banks to pay up to 50% of pre-Covid dividends

• The Reserve Bank of India (RBI) has allowed commercial banks to pay dividends on equity shares for FY21, from the profits for the fiscal ended March 31, 2021, subject to certain conditions and limits. The new notification of RBI allows commercial banks to pay dividends not more than 50 per cent of the amount determined as per the dividend payout ratio prescribed. This means that banks may pay dividends up to 50% of what they paid before the Covid scenario.
• Earlier, RBI had asked all banks not to make any dividend payment on equity shares for FY20 from the profits due to the ongoing stress and heightened uncertainty on account of C-19. For co-operative banks, all the restrictions on dividends have been removed and they have been permitted to pay the dividend on equity shares from the profits of the financial year ended March 31, 2021. However, RBI has also instructed all banks to continue to meet the applicable minimum regulatory capital requirements after dividend payment.
