• भारत, इज़राइल, संयुक्त अरब अमीरात और संयुक्त राज्य अमेरिका ने एक नया चतुर्भुज आर्थिक मंच शुरू करने का फैसला किया है। पिछले वर्ष अब्राहम समझौते के बाद अमेरिका, इज़राइल और यूएई के बीच चल रहे सहयोग पर चतुर्भुज का निर्माण हुआ है। इस क्वाड ग्रुपिंग ने आर्थिक सहयोग के लिए एक अंतर्राष्ट्रीय मंच स्थापित करने का फैसला किया था और मध्य पूर्व और एशिया में आर्थिक और राजनीतिक सहयोग का विस्तार करने वाली संयुक्त बुनियादी ढांचा परियोजनाओं की संभावनाओं पर चर्चा की थी।
• भारत, संयुक्त राज्य अमेरिका, इज़राइल और यूएई ने भविष्य के आर्थिक सहयोग के लिए एक मंच बनाने और परिवहन, प्रौद्योगिकी, समुद्री सुरक्षा, अर्थशास्त्र, व्यापार के साथ-साथ अतिरिक्त संयुक्त परियोजनाओं के क्षेत्र में संयुक्त बुनियादी ढांचा परियोजनाओं की संभावनाओं का पता लगाने का फैसला किया है।

भारत ने 100 करोड़ C-19 वैक्सीन मील का पत्थर पार किया

• अभियान शुरू होने के लगभग 9 महीनों में, भारत ने 21 अक्टूबर को C-19 टीकों की 100 करोड़ खुराकें पूरी कर ली है। पीएम मोदी ने इस उपलब्धि को "भारतीय विज्ञान, उद्यम और 130 करोड़ भारतीयों की सामूहिक भावना की जीत" कहा है। प्रधानमंत्री ने यहां राम मनोहर लोहिया अस्पताल का दौरा किया और स्वास्थ्य कर्मियों और वैक्सीन प्राप्त करने वाले लोगों से बातचीत की।

मध्य प्रदेश सरकार ने राज्य में मुख्यमंत्री राशन आपके द्वार योजना को लागू करने की घोषणा की

• मध्य प्रदेश सरकार ने ''मुख्यमंत्री राशन आपके द्वार योजना'' को लागू करने की घोषणा की है, जो नवंबर 2021 से शुरू होगी। इस योजना के तहत, राशन उन ग्रामीणों के दरवाजे पर उपलब्ध कराया जाएगा जहां पर हैं कोई उचित मूल्य की दुकान (एफपीएस) नहीं है।
• कमजोर वर्गों जैसे दिव्यांग (विशेष रूप से विकलांग) और वरिष्ठ नागरिकों को उनके घरों के पास राशन सामग्री उपलब्ध कराना। 16 जिलों के 74 आदिवासी बहुल ब्लॉकों के प्रत्येक गांव में गरीब आदिवासी परिवारों के लिए उचित राशन आपूर्ति सुनिश्चित करना है।

श्रीलंका के पहले टेस्ट कप्तान बंडुला वर्नापुरा का 68 वर्ष की उम्र में निधन हो गया

• श्रीलंका के पहले टेस्ट कप्तान बंदुला वर्णपुरा का संक्षिप्त बीमारी के बाद निधन हो गया। वह 68 वर्ष के थे। दाएं हाथ के बल्लेबाज ने 1982 में इंग्लैंड के खिलाफ श्रीलंका के पहले टेस्ट के दौरान कप्तानी की और तीन टेस्ट खेले, जिसमें कुल मिलाकर 12 की औसत से 96 रन बनाए।

• 1998 से प्रतिवर्ष 22 अक्टूबर को अंतर्राष्ट्रीय हकलाना जागरूकता दिवस के रूप में मनाया जाता है। इस दिन का उद्देश्य उन लाखों लोगों के बारे में जन जागरूकता बढ़ाना है, जो हकलाते है या जिन्हें बोलते समय हकलाने की समस्या होती है। थीम 2021: "वह परिवर्तन बोलें जो आप देखना चाहते हैं"।
• इंटरनेशनल स्टटरिंग अवेयरनेस डे, ISAD, की शुरुआत माइकल सुगरमैन,ओकलैंड, कैलिफोर्निया द्वारा (22 अक्टूबर) 1998 में की गई थी। आईएसएडी एसएलपी और उपभोक्ताओं के बीच बढ़ते गठबंधन को मान्यता देता है, जो एक दूसरे से सीख रहे हैं और एक दूसरे को साझा करने, समर्थन देने और एक दूसरे और आम जनता को शिक्षित करने के लिए काम कर रहे हैं जो हकलाने वाले व्यक्तियों के जीवन पर प्रभाव डालता है। जूडी कस्टर द्वारा आयोजित ऑनलाइन सम्मेलन अपनी स्थापना के बाद से अंतर्राष्ट्रीय हकलाना जागरूकता दिवस का एक अभिन्न अंग रहा है।

• यूरोपीय संसद ने यूरोपीय संघ के शीर्ष मानवाधिकार पुरस्कार, 2021 के लिए विचार की स्वतंत्रता के लिए सखारोव पुरस्कार, कैद रूसी विपक्षी नेता एलेक्सी नवलनी को प्रदान किया है। 45 वर्षीय कार्यकर्ता को व्लादिमीर पुतिन के शासन के भ्रष्टाचार के खिलाफ अथक रूप से लड़ने के लिए उनकी अपार व्यक्तिगत बहादुरी के लिए सम्मानित किया गया है।

आरबीआई ने पेटीएम पेमेंट्स बैंक पर लगाया 1 करोड़ रुपये का जुर्माना

• भारतीय रिज़र्व बैंक ने भुगतान और निपटान प्रणाली अधिनियम, 2007 की धारा 26 (2) में निर्दिष्ट कुछ निर्दिष्ट उल्लंघनों पर पेटीएम पेमेंट्स बैंक लिमिटेड (PPBL) पर 1 करोड़ रुपये का जुर्माना लगाया है। आरबीआई ने पाया कि प्राधिकरण के अंतिम प्रमाण पत्र (सीओए) जारी करने के लिए पेटीएम पेमेंट्स बैंक के आवेदन के दौरान प्रस्तुत की गई जानकारी तथ्यात्मक स्थिति को नहीं दर्शाती है।
• RBI ने प्रति वर्ष प्रेषण की निर्धारित सीमा का उल्लंघन करने के लिए 27.8 लाख रुपये का जुर्माना वेस्टर्न यूनियन फाइनेंशियल सर्विसेज पर भी लगाया है।

New Quad India, Israel, UAE, U.S. to launch international forum for economic cooperation

• India, Israel, United Arab Emirates and the United States have decided to launch a new quadrilateral economic forum. Quadrilateral builds on ongoing cooperation between U.S., Israel and UAE after the Abraham Accords last year. This QUAD grouping had decided to establish an international forum for economic cooperation and discussed possibilities for joint infrastructure projects expanding economic and political cooperation in the Middle East and Asia.
• India, the United States, Israel and the UAE have decided to form a forum for future economic cooperation and to explore possibilities of joint infrastructure projects in the fields of Transportation, Technology, Maritime security, Economics, Trade as well as for additional joint projects.

NATIONAL

India hits 100-crore C-19 vaccine milestone

• India completed 100 crore doses of C-19 vaccines on 21st October, in about 9 months since the drive began. PM Modi called the achievement “the triumph of Indian science, enterprise and collective spirit of 130 crore Indians”. The Prime Minister visited the Ram Manohar Lohia Hospital here and interacted with healthcare workers and people receiving the vaccine.
• To mark the occasion, the Union Health Ministry held a series of events and released a two-minute and four-second video with rap and visual representation of the country’s fight against C-19.

Madhya Pradesh government has announced the implementation of Mukhyamantri Ration Aapke Dwar Yojana in the state

• The government of Madhya Pradesh (MP) has announced the implementation of the scheme ‘‘Mukhyamantri Ration Apke Dwar Yojana”, which will start from November 2021. Under this scheme, the ration will be provided at the doorstep of the villagers where there are no Fair Price Shops (FPS).
• To provide ration material to the vulnerable sections such as Divyanga (Specially-Abled) and senior citizens near their homes. To ensure proper ration supply for poor tribal families in each village bin 74 tribal dominated blocks of 16 districts.

Australian fast bowler James Pattinson retires from international cricket

• Australian fast bowler James Pattinson has retired from international cricket after realising that he won’t be in the reckoning for the Ashes series due to fitness issues. The 31-year-old, who has played 21 Tests and 15 ODIs, though will continue to play domestic cricket.
• Pattinson claimed 81 Test wickets and 16 ODI scalps in his career after making his Test debut in December 2011 alongside Mitchell Starc and David Warner against New Zealand in Brisbane. His last Test was against New Zealand in Sydney in January 2020 while he last played an ODI way back in September 2015 against England at Leeds.

• The 2021 BNP Paribas Open tennis tournament, also known as the 2021 Indian Wells Masters, was held from October 04 to 18, 2021 at Indian Wells, California, US. This marks the 47th edition of the men’s BNP Paribas Open (ATP Masters) and the 32nd Edition of the women’s BNP Paribas Open (WTA Masters).
• Cameron Norrie won his maiden ATP Masters 1000 by winning the Men’s singles title at the 2021 BNP Paribas Open.
• Paula Badosa defeats Victoria Azarenka to win the Women’s Singles Title.
• Elise Mertens and Su Wei Hsieh won the Women’s Doubles title.
• John Peers and Filip Polasek won the Men’s Doubles title.

OBITUARY

Sri Lanka’s first Test captain Bandula Warnapura passed away at 68

• Sri Lanka’s first-ever Test captain Bandula Warnapura passed away, following a brief illness. He was 68. A right-handed batsman, he led his country when it faced England in its first-ever Test match in 1982 and played three more Tests, scoring 96 runs overall at an average of 12.
• He also played 12 ODI matches, scoring 180 runs at an average of 15.

Colin Powell, first Black US secretary of state, passed away due to C-19

• Colin Powell, the trailblazing soldier and diplomat whose sterling reputation of service to Republican and Democratic presidents was stained by his faulty claims to justify the 2003 US war in Iraq, died of C-19 complications. He was 84. He instead joined President George W.
• Bush’s administration in 2001 as secretary of state. He was the first Black person to represent the US government on the world stage.

International Stuttering Awareness Day 2021: 22nd October

• Every year October 22 is observed as International Stuttering Awareness Day, since 1998. The day is intended to raise public awareness of the millions of people who have a speech disorder of stuttering or stammering. Theme 2021: “Speak the change you wish to see”.
• The International Stuttering Awareness Day, ISAD, (October 22) began in 1998, spear-headed by Michael Sugarman, Oakland, California. ISAD recognizes the growing alliance between SLPs and consumers, who are learning from each other and working together to share, give support, and educate one another and the general public on the impact that stuttering has on individuals’ lives. Online Conferences, organized by Judy Kuster, have been an integral part of International Stuttering Awareness Day since its inception.

Alexei Navalny wins Sakharov Prize, the EU's highest award for human rights work

• The European Parliament has awarded the European Union’s top human rights prize, Sakharov Prize for Freedom of Thought for 2021, to the imprisoned Russian opposition leader Alexei Navalny. The 45-year-old activist has been awarded for his immense personal bravery to fight tirelessly against the corruption of Vladimir Putin’s regime.
• Sakharov Prize for Freedom of Thought, commonly known as Sakharov Prize, is European Parliament’s top human rights prize. The prize honours individuals and groups of people who have dedicated their lives to the defence of human rights and freedom of thought.

BANKING AND ECONOMIC

RBI slaps Rs 1 cr penalty on Paytm Payments Bank

• The Reserve Bank of India (RBI) has imposed a penalty of Rs 1 crore on Paytm Payments Bank Limited (PPBL) over certain specified violations, as referred in Section 26 (2) of the Payment and Settlement Systems Act, 2007. RBI observed that the information submitted during Paytm Payments Bank’s application for the issue of the final Certificate of Authorisation (CoA) did not reflect the factual position.
• It has also penalised Western Union Financial Services by imposing a penalty of Rs 27.8 lakh for violating the prescribed limit of remittances per year.
