जम्मू और कश्मीर प्रशासन ने "रेटल हाइड्रो-इलेक्ट्रिक पावर कॉर्पोरेशन" नाम के तहत (जेवीसी) को शामिल करने की मंजूरी दी

• जम्मू और कश्मीर प्रशासन ने "रेटल हाइड्रो-इलेक्ट्रिक पावर कॉर्पोरेशन" नाम के तहत एक संयुक्त उद्यम कंपनी (जेवीसी) को शामिल करने की मंजूरी दी है। जम्मू-कश्मीर (J & K) के केंद्र शासित प्रदेश (UT) के किश्तवाड़ जिले में चिनाब नदी पर 850 MW Ratle Hydro-Electric Project (HEP) को लागू करने के लिए। जम्मू और कश्मीर सरकार, नेशनल हाइड्रोइलेक्ट्रिक पावर कॉर्पोरेशन (NHPC) और J & K स्टेट पावर डेवलपमेंट कॉर्पोरेशन लिमिटेड (JKSPDC) के बीच JV कंपनी को शामिल किया गया है।
• एनएचपीसी का इक्विटी योगदान 51 प्रतिशत और जेकेएसपीडीसी के लिए 49 प्रतिशत होगा।
• प्रस्तावित JVC में 100 करोड़ रुपये की प्रारंभिक भुगतान पूंजी के साथ 1,600 करोड़ रुपये की अधिकृत पूंजी होगी।
• 850 MW Ratle HEP 5,281.94 करोड़ रुपये की अनुमानित लागत पर विकसित किया जाएगा।

 भारत सरकार ने स्टार्टअप इंडिया सीड फंड योजना के लिए विशेषज्ञों की समिति बनाई

• सरकार ने स्टार्टअप इंडिया सीड फंड योजना (Startup India Seed Fund Scheme) के समग्र निष्पादन और निगरानी के लिए एक विशेषज्ञ सलाहकार समिति का गठन किया है। इस समिति की अध्यक्षता विज्ञान एवं प्रौद्योगिकी विभाग के एच के मित्तल (H K Mittal) करेंगे। समिति के अन्य प्रतिनिधियों में DPIIT के सदस्य, जैव प्रौद्योगिकी विभाग, विज्ञान और प्रौद्योगिकी, इलेक्ट्रॉनिक्स और आईटी, नीति आयोग और स्टार्टअप पारिस्थितिकी तंत्र के विशेषज्ञ सदस्य शामिल होंगे।
• समिति योजना के तहत धन के आवंटन के लिए इनक्यूबेटरों का मूल्यांकन और चयन करेगी, प्रगति की निगरानी करेगी और योजना के उद्देश्यों की पूर्ति के लिए धन के कुशल उपयोग के लिए सभी आवश्यक उपाय करेगी।
• इस योजना को 2021-22 से शुरू होने वाले अगले चार वर्षों की अवधि के लिए अनुमोदित किया गया है, जो 1 अप्रैल 2021 से शुरू हो रहा है।
• सरकार ने इस योजना के लिए 945 करोड़ रुपये का प्रावधान किया है, जिसे अगले चार वर्षों में पूरे भारत में पात्र इनक्यूबेटरों के माध्यम से योग्य स्टार्टअप को बीज वित्तपोषण प्रदान करने के लिए विभाजित किया जाएगा।

 नियुक्ति एवं इस्‍तीफे

अजय माथुर ने संभाला अंतर्राष्ट्रीय सौर गठबंधन के महानिदेशक का पदभार

• डॉ. अजय माथुर ने 15 मार्च, 2021 को अंतर्राष्ट्रीय सौर गठबंधन (International Solar Alliance) के महानिदेशक का पदभार ग्रहण किया है। उन्हें चार साल की अवधि के लिए नियुक्त किया गया है जिसे अतिरिक्त कार्यकाल के लिए बढ़ाया भी जा सकता है। डॉ. अजय माथुर ने उपेंद्र त्रिपाठी का स्थान लिया है, जिन्होंने 2017 से महानिदेशक के रूप में कार्य करने के बाद 15 मार्च को अपना कार्यकाल पूरा किया हैं।
• माथुर को ऊर्जा के सभी प्रमुख क्षेत्रों में नीति, अनुसंधान, और प्रौद्योगिकी व्यावसायीकरण से लेकर वित्त पोषण, अंतर्राष्ट्रीय सहयोग और संस्थागत विकास तक नेतृत्व और विशेषज्ञता का अनुभव है।
• वे जलवायु परिवर्तन पर प्रधान मंत्री परिषद के सदस्य भी हैं।
• उन्होंने TERI के महानिदेशक के रूप में भी काम किया था और एक प्रमुख भारतीय जलवायु-परिवर्तन वार्ताकार भी थे। वह पेरिस में 2015 की जलवायु वार्ता के दौरान भारत के प्रवक्ता भी थे।

 एम. ए. गणपति बने राष्ट्रीय सुरक्षा गार्ड के महानिदेशक

• वरिष्ठ आईपीएस अधिकारी, एम. ए. गणपति (M. A. Ganapathy) 16 मार्च, 2021 को राष्ट्रीय सुरक्षा गार्ड (National Security Guard) के महानिदेशक नियुक्त किए गए थे।
• उत्तराखंड कैडर के 1986 बैच के भारतीय पुलिस सेवा (IPS) अधिकारी गणपति, वर्तमान में नागरिक उड्डयन सुरक्षा ब्यूरो (BCAS) के महानिदेशक हैं। उन्हें पद से जुड़ने की तारीख और 29 फरवरी, 2024 तक यानी उनकी सेवानिवृत्ति की तारीख तक महानिदेशक, राष्ट्रीय सुरक्षा गार्ड (NSG) नियुक्त किया गया है।

 लेफ्टिनेंट जनरल डीपी पांडे ने 15-कॉर्प्स के नए कमांडर के रूप में पदभार संभाला

• लेफ्टिनेंट जनरल डीपी पांडे (DP Pandey) ने लेफ्टिनेंट जनरल बीएस राजू (BS Raju) से रणनीतिक कश्मीर आधारित 15 कॉर्प्स की कमान संभाली है, जिन्हें भारतीय सेना के मिलिट्री ऑपरेशन के नए महानिदेशक (DGMO) के रूप में नियुक्त किया गया है।
• राष्ट्रीय रक्षा अकादमी के पूर्व छात्र, जनरल पांडे को दिसंबर 1985 में भारतीय सैन्य अकादमी, देहरादून से सिख लाइट इन्फैंट्री रेजिमेंट में नियुक्त किया गया था।

वैश्विक पुनरावर्तन दिवस 2021: 18 मार्च

• हमारे प्राकृतिक संसाधनों का जिस तेजी से उपयोग किया जा रहा है, उसके बारे में आम लोगों में जागरूकता पैदा करने के लिए वैश्विक पुनरावर्तन दिवस (Global Recycling Day) प्रतिवर्ष 18 मार्च को मनाया जाता है। यह दिन रीसाइक्लिंग की अवधारणा और अभ्यास को भी बढ़ावा देता है। कारण को बढ़ावा देने के लिए हर साल पर्यावरणविद और कार्यकर्ताओं द्वारा कार्यक्रम आयोजित किए जाते हैं।
• 2021 में, वैश्विक पुनरावर्तन दिवस का विषय “रीसायकलिंग हीरोज (Recycling Heroes)” है। इसका मुख्य उद्देश्य उन लोगों, स्थानों और गतिविधियों को पहचानना है, जो प्राकृतिक संसाधनों के संरक्षण में रीसाइक्लिंग के महत्व को प्रदर्शित करते हैं। रीसायकलिंग ने प्रतिवर्ष 700 मिलियन टन से अधिक कार्बन उत्सर्जन को कम करने में मदद की है। विशेष रूप से, रीसाइक्लिंग उद्योग में दुनिया भर में 1.6 मिलियन से अधिक लोग कार्यरत हैं। इस दशक में, रीसाइक्लिंग का वार्षिक योगदान बढ़कर 400 बिलियन डॉलर हो जाएगा।

इटली ने भारत के साथ अंतर्राष्ट्रीय सौर गठबंधन के संशोधित फ्रेमवर्क पर समझौता किया 

• इटली ने भारत के साथ अंतर्राष्ट्रीय सौर गठबंधन (आईएसए) के संशोधित फ्रेमवर्क समझौते पर हस्ताक्षर किए हैं। फ्रेमवर्क समझौते पर भारत के इतालवी राजदूत विन्सेन्ज़ो डी लुका ने हस्ताक्षर किए थे। ISA भारत द्वारा शुरू किए गए 121 से अधिक देशों का एक गठबंधन है।
• यूरोपीय देश ने आईएसए के फ्रेमवर्क समझौते में संशोधन के बाद आईएसए फ्रेमवर्क समझौते पर हस्ताक्षर किए 08 जनवरी, 2021 को संयुक्त राष्ट्र के सभी सदस्य राज्यों में अपनी सदस्यता को जारी रखते हुए। आईएसए फ्रेमवर्क समझौते के संशोधन संयुक्त राष्ट्र के सभी सदस्य राज्यों को आईएसए समूह में शामिल होने की अनुमति देते हैं।
• अंतर्राष्ट्रीय सौर गठबंधन पेरिस में 2015 के संयुक्त राष्ट्र जलवायु परिवर्तन सम्मेलन, या COP21 के दौरान भारतीय प्रधान मंत्री और फ्रांसीसी राष्ट्रपति द्वारा संयुक्त रूप से लॉन्च किया गया था। इसका उद्देश्य सौर ऊर्जा की तीव्र और बड़े पैमाने पर तैनाती के माध्यम से पेरिस जलवायु समझौते के कार्यान्वयन में योगदान करना है।

नई दिल्ली दुनिया का सबसे प्रदूषित राजधानी शहर

• नई दिल्ली (New Delhi) को स्विस संगठन, IQAir द्वारा 2020 विश्व वायु गुणवत्ता रिपोर्ट (World Air Quality Report) में तीसरे सीधे वर्ष के लिए दुनिया के सबसे प्रदूषित राजधानी शहर के रूप में चुना गया है। विश्व स्तर पर, नई दिल्ली को दुनिया के 10 वें सबसे प्रदूषित शहर के रूप में स्थान दिया गया है। दुनिया का सबसे प्रदूषित शहर चीन का शिनजियांग (Xinjiang) है। इसके बाद नौ भारतीय शहर दुनिया के सबसे प्रदूषित शहर हैं, जो गाजियाबाद, बुलंदशहर, बिसरख जलालपुर, नोएडा, ग्रेटर नोएडा, कानपुर, लखनऊ और भिवानी हैं।
• IQAir की रिपोर्ट वायु गुणवत्ता स्तर को फेफड़े को नुकसान पहुंचाने वाले हवाई कणों की सांद्रता के आधार पर मापती है, जिसे पीएम 2.5 के रूप में जाना जाता है, जिसे ग्राउंड-आधारित निगरानी स्टेशनों द्वारा मापा जाता है।
• रिपोर्ट के अनुसार, भारत दुनिया के 50 सबसे प्रदूषित शहरों में से 35 वें स्थान पर था, जिसमें 106 देश थे, जिसका अर्थ है कि भारत सबसे प्रदूषित शहरों की रैंकिंग में शीर्ष पर बना हुआ है।

• लेफ्टिनेंट जनरल एके सिंह, प्रतिष्ठित फैलो CLAWS और ब्रिगेडियर नरेंद्र कुमार, विजिटिंग फैलो CLAWS द्वारा सह-संपादित "बैटल रेडी फॉर 21 सेंचुरी (Battle Ready for 21st Century)" नामक एक पुस्तक का जनरल बिपिन रावत द्वारा विमोचन किया गया। पुस्तक भविष्य के संघर्षों के रणनीतिक प्रबंधन के लिए वैचारिक ढांचे को पूरा करती है।

• महाराष्ट्र के राज्यपाल भगत सिंह कोश्यारी (Bhagat Singh Koshyari) ने एक डिजिटल ई-पुस्तक का विमोचन किया जिसका शीर्षक डॉन अंडर द डोम (Dawn Under The Dome) है। डिजिटल बुक में मुंबई जनरल पोस्ट ऑफिस की इमारत के इतिहास को दर्शाया गया है। यह मुंबई के पोस्ट मास्टर जनरल स्वाति पांडे (Swati Pandey) द्वारा ऑर्किडा मुखर्जी (Orchida Mukherjee) के सहयोग से लिखा गया है।
• पुस्तक में यह कहा गया है कि भवन के निर्माण में तीन प्रकार के भारतीय पत्थरों का उपयोग किया गया था: बफ़ ट्रैशटे (buff trachyte) के साथ ग्रे बेसाल्ट (grey basalt) और क्रमशः मुंबई के कुर्ला और मलाड से येलोस्टोन और ध्रंगध्रा से सफेद पत्थर।

भारतीय स्टेट बैंक पर RBI ने 2 करोड़ रुपये का जुर्माना लगाया

• भारतीय रिजर्व बैंक (Reserve Bank of India-RBI) ने बैंकिंग विनियमन (BR) अधिनियम, 1949 की धारा 10 के कुछ प्रावधानों के उल्लंघन के लिए भारतीय स्टेट बैंक (SBI) पर 2 करोड़ का मौद्रिक जुर्माना लगाया है। यह जुर्माना कमीशन के रूप में कर्मचारियों को पारितोषिक को लेकर भारतीय स्टेट बैंक (SBI) को जारी दिशा निर्देश समेत अन्य नियमों के उल्लंघन को लेकर लगाया गया है। यह जुर्माना BR अधिनियम के प्रावधानों के तहत आरबीआई के साथ निहित शक्तियों के अभ्यास में लगाया गया है। बैंक द्वारा अपने ग्राहकों के साथ किए गए किसी भी लेनदेन या समझौते की वैधता पर जुर्माना लगाना अभीष्ट नहीं है।
• स्टेट बैंक ऑफ इंडिया अपने फाइनेंशियल कंडीशन के संदर्भ में 31 मार्च 2017 और 31 मार्च 2018 को वैधानिक निरीक्षण के अंतर्गत आया था। यह जोखिम मूल्यांकन रिपोर्ट (Risk Assessment Reports-RAR) से संबंधित थी। आरबीआई ने स्टेट बैंक से यह भी पूछा था कि उसके ऊपर फाइन क्यों नहीं लगाया जाए साथ ही वह अपने कर्मचारियों को पारितोषिक भुगतान की भी व्याख्या करे।

NATIONAL

J&K Govt approves setting up of JVC “Ratle Hydroelectric Power Corporation”

• The Jammu and Kashmir administration has approved the incorporation of a joint venture company (JVC) under the name “Ratle Hydro-electric Power Corporation”. To implement the 850 MW Ratle Hydro-Electric Project (HEP) on river Chenab in the Kishtwar district of the Union Territory (UT) of Jammu & Kashmir (J&K). The JV company has been incorporated between the Government of Jammu and Kashmir, National Hydroelectric Power Corporation (NHPC) and J&K State Power Development Corporation Ltd (JKSPDC).
• The equity contributions of NHPC will be 51 per cent and for JKSPDC will be 49 per cent.
• The proposed JVC will have an authorised capital of Rs 1,600 crore with initial paid-up capital of Rs 100 crore.
• The 850 MW Ratle HEP will be developed at an estimated cost of Rs 5,281.94 crore.

 GoI Forms Experts Committee For Startup India Seed Fund Scheme

• The government has constituted an experts advisory committee for the overall execution and monitoring of the Startup India Seed Fund Scheme. The committee would be chaired by H K Mittal from the Department of Science and Technology. The other representatives of the committee would include members from DPIIT, the department of biotechnology, science and technology, electronics and IT, Niti Aayog, and expert members from the startup ecosystem.
• The committee will evaluate and select incubators for allotment of funds under the scheme, monitor progress and take all necessary measures for efficient utilisation of funds towards the fulfilment of objectives of the scheme.
• The scheme has been approved for the period of the next four years starting from 2021-22, beginning from April 1, 2021.
• The government has earmarked Rs 945 crore corpus for the scheme, which will be divided over the next four years for providing seed funding to eligible startups through eligible incubators across India.

 APPOINTMENTS AND RESIGNATIONS

Ajay Mathur takes over as Director General of International Solar Alliance

• Dr Ajay Mathur has assumed office as the Director-General of the International Solar Alliance (ISA) with effect from March 15, 2021. He has been appointed for a period of four years which can be renewed for an additional term. Dr Ajay Mathur has replaced Upendra Tripathy, who completed his term on March 15, after serving as the Director-General since 2017.
• Mathur brings a wealth of leadership and expertise across all key areas of the energy transition, from policy, research, and technology commercialisation to financing, international cooperation and institutional development.
• He is a member of the Prime Minister’s Council on climate change.
• He had also served as the Director-General of TERI and also a key Indian climate-change negotiator. He was also the spokesperson for India during the 2015 climate negotiations in Paris.

 Ganapathy appointed Director General of National Security Guard

• Senior IPS officer, M. A. Ganapathy was on March 16, 2021 appointed Director General of National Security Guard. Ganapathy, a 1986 batch Indian Police Service (IPS) officer of the Uttarakhand cadre, is currently Director General, Bureau of Civil Aviation Security (BCAS).
• He has been appointed the Director-General, National Security Guard (NSG), from the date of joining the post and up to February 29, 2024 i.e. date of his superannuation.

 Lt Gen DP Pandey takes over as new commander of 15-Corps

• Lt General DP Pandey has taken over the command of strategic Kashmir-based 15 Corps from Lt Gen BS Raju, who has been appointed as the new Director-General of Military Operations (DGMO) of the Indian Army.
• An alumnus of the National Defence Academy, General Pandey was commissioned into the Sikh Light Infantry Regiment in December 1985 from Indian Military Academy, Dehradun.

Global Recycling Day 2021: 18 March

• Global Recycling Day is observed every year on March 18 to create awareness among the masses about the rapid pace at which our natural resources are being used. The day also promotes the concept and practice of recycling. Every year, events are organised by environmentalist and activists to promote the cause.
• In 2021, the theme of Global Recycling Day is “Recycling Heroes”. Its main aim is to recognise the people, places and activities that showcase the importance of recycling in preserving natural resources. Recycling has helped in reducing carbon emissions by over 700 million tonnes every year. Notably, over 1.6 million people are employed around the world in the recycling industry. In this decade, the yearly contribution of recycling will increase up to $400 billion.

Italy signs International Solar Alliance amended Framework Agreement

• Italy has signed the amended Framework Agreement of the International Solar Alliance (ISA) with India. The framework agreement was signed by the Italian Ambassador to India Vincenzo De Luca. ISA is an alliance of over 121 nations that have been initiated by India.
• The European country signed the ISA framework agreement after an amendment to the Framework Agreement of the ISA entered into force on January 08, 2021, opening its membership to all member states of the UN. The amendments of the ISA framework agreement allows all the member states of the United Nations to join the ISA grouping, including those lying beyond the tropics.
• The International Solar Alliance was launched jointly by the Indian Prime Minister and the French President during the 2015 United Nations Climate Change Conference, or COP21, in Paris. It aims to contribute to the implementation of the Paris Climate Agreement through rapid and massive deployment of solar energy.

New Delhi Ranked as World’s most polluted capital city

• New Delhi has been adjudged as the world’s most polluted capital city for the third straight year in the 2020 World Air Quality Report by Swiss organisation, IQAir. Globally, New Delhi is ranked as the 10th most polluted city in the world. The topmost polluted city in the world is Xinjiang in China. This is followed by nine Indian cities as the most polluted cities in the world, which are Ghaziabad, Bulandshahar, Bisrakh Jalalpur, Noida, Greater Noida, Kanpur, Lucknow and Bhiwari.
• The IQAir report measures air quality levels based on the concentration of lung-damaging airborne particles known as PM 2.5, which is measured by ground-based monitoring stations.
• As per the report, India was home to 35 of the world’s 50 most polluted cities, spanning 106 countries, which means India continues to feature prominently at the top of the most polluted cities ranking.
• The IQAir report seeks to empower individuals, organizations and communities to breathe cleaner air through information, collaboration and technology solutions.

A Book ‘Battle Ready for 21st Century’ released

• A book titled “Battle Ready for 21st Century” co-edited by Lt Gen AK Singh, Distinguished Fellow CLAWS and Brig Narender Kumar, Visiting Fellow CLAWS was released by Gen Bipin Rawat. The book lays down the conceptual framework for the strategic management of future conflicts.
• The book “Battle Ready for the 21st Century” has endeavoured to postulate and define emerging areas of conflict, desired capabilities and doctrinal issues that need careful examination.
• The authors with hands-on experience and domain specialisation have endeavoured to define and suggest the ways and means necessary to secure India from emerging security challenges on land, air, sea, space, cyber domain and even cognitive domain.
• The book is dwelling on future conflicts that India may face and need to build capabilities to dissuade and prevent accidental wars.
• The foreword is written by former Naval Chief Admiral Arun Prakash. Former Chief of the Army Staff Gen NC Vij and Prof Gautam Sen have commented on the book for empirically identifying future security challenges and the need for building capabilities.

 Maharashtra Governor releases e-book titled Dawn Under The Dome

• The Maharashtra Governor Bhagat Singh Koshyari released a digital e-book titled Dawn Under The Dome. The digital book depicts the history of the Mumbai General Post Office building. It has been authored by Post Master General of Mumbai Swati Pandey in collaboration with Orchida Mukherjee.
• The book says that three types of Indian stones were used in the construction of the building: the grey basalt with buff trachyte and the Yellowstone from Mumbai’s Kurla and Malad respectively and the white stone from Dharandhra.

 BANKING AND ECONOMY

RBI Imposes Rs 2 Crore Fine on State Bank of India

• The Reserve Bank of India (RBI) has imposed a monetary penalty of 2 crores on the State Bank of India (SBI) for contravention of certain provisions of Section 10 of the Banking Regulation (BR) Act, 1949. The central bank’s specific directions issued to the bank on payment of remuneration to employees in the form of commission. This penalty has been imposed in exercise of powers vested with RBI under the provisions of the BR Act. The penalty is not intended to pronounce upon the validity of any transaction or agreement entered into by the bank with its customers.
• RBI said the statutory inspection of the bank with reference to its financial position as of March 31, 2017, and March 31, 2018, and the Risk Assessment Reports (RARs) pertaining thereto, and examination of the correspondence with the bank regarding payment of remuneration to its employees in the form of commission, revealed, inter alia, contravention of the provisions of the Act and aforesaid specific directions issued by RBI.
