केंद्रीय शिक्षा मंत्री ने “कपिला” कलाम कार्यक्रम का किया शुभारंभ

• केंद्रीय शिक्षा मंत्री, रमेश पोखरियाल 'निशंक' ने 15 अक्टूबर 2020 को बौद्धिक संपदा साक्षरता और जागरूकता अभियान के लिए कलाम कार्यक्रम के लिए शुरू किया गया अभियान 'कापीला' की शुरूआत की है। यह दिवस पूर्व राष्ट्रपति डॉ ए पी जे अब्दुल कलाम की 89 वीं जयंती के उपलक्ष्य में शुरू किया गया था।
• अभियान के माध्यम से, सरकार एक आविष्कार के पेटेंट के महत्व के बारे में शैक्षिक कार्यक्रमों के माध्यम से जागरूकता फैलाएगी, ताकि भारत को आत्मनिर्भरता की ओर ले जाया जा सके। क्षेत्र में जागरूकता को बढ़ावा देने के लिए, मंत्रालय ने 15 से 23 अक्टूबर के सप्ताह को 'बौद्धिक संपदा साक्षरता सप्ताह' के रूप में मनाने का निर्णय लिया है। सिस्टम के बारे में जागरूकता और पेटेंट के लिए आवेदन करने की प्रक्रिया के महत्व के बारे में विभिन्न जागरूकता कार्यक्रमों का आयोजन किया जाएगा।

 बैंकिंग और अर्थव्यवस्था

भारत सरकार जीएसटी मुआवजे की कमी को पूरा करने के लिए 1.1 लाख करोड़ रुपये उधार लेगी

• वस्तु एवं सेवा कर (जीएसटी) में कमी की भरपाई को लेकर केंद्र सरकार ने 1.10 लाख करोड़ रुपये उधार लेना की योजना बनाई है। इसके लिए वह राज्यों को उनका भुगतान करेगी। हालांकि वित्त मंत्रालय की तरफ से यह भी कहा गया है कि यह राशि राज्यों को लोन के तौर पर मिलेगी।
• केंद्र सरकार 1,10,208 करोड़ रुपये उधार लेगी और राज्य सरकारों को बैक-टू-बैक ऋण देगी। सरकार के हृदय परिवर्तन के बाद का यह फैसला स्वागत योग्य है। हालांकि जीएसटी मुआवजे में अंतर के संतुलन पर कोई स्पष्टता नहीं है। वित्तमंत्री के पत्र में इस बात पर कोई स्पष्टता नहीं है कि कौन पैसा उधार लेगा और कर्ज कैसे चुकाया जाएगा। वरिष्ठ कांग्रेस नेता ने यह भी कहा कि कई राज्य अपने स्वयं के खाते पर उधार लेने के विरोध में हैं, जो बिल्कुल सही है। उन्होंने कहा कि पहली राशि और दूसरी राशि में कोई अंतर नहीं है। केंद्र को 1,06,830 करोड़ रुपये की समान शर्तों की पेशकश करके तुरंत गतिरोध का समाधान करना चाहिए क्योंकि उसने 1,10,208 करोड़ रुपये की पेशकश की है।
• केंद्र सरकार राज्यों की जीएसटी में कमी को पूरा करने के लिए 1.1 लाख करोड़ रुपये का कर्ज लेगी। उपयुक्त किश्तों में कर्ज के तौर यह राशि लिए जाने से भारत सरकार के राजकोषीय घाटा पर कोई असर नहीं होगा। इसके बाद राशि को राज्यों को जीएसटी कंपंजेशन सेस रिलीज के बदले में एक के बाद एक लोन के तौर पर दिया जाएगा।

 नियुक्ति और इस्तीफे

सुप्रीम कोर्ट ने पराली जलाने से रोकने के लिए, किया नए आयोग का गठन

• सुप्रीम कोर्ट ने राष्ट्रीय राजधानी और आसपास के क्षेत्र में प्रदूषण के बढ़ते स्तर के बीच पंजाब, हरियाणा और उत्तर प्रदेश राज्यों में जलने से रोकने के लिए सुप्रीम कोर्ट के पूर्व जज जस्टिस मदन बी लोकुर की अध्यक्षता में एक सदस्यीय निगरानी समिति (one man monitoring committee) का गठन किया है।
• बेंच ने अदालत द्वारा नियुक्त पर्यावरण प्रदूषण नियंत्रण प्राधिकरण (EPCA) और हरियाणा, पंजाब और उत्तर प्रदेश के मुख्य सचिवों को भी निर्देश दिया कि वे पराली के जलने और अन्य संबंधित मामलों की जाँच करने के लिए खेतों की निगरानी के साथ लोकुर पैनल की मदद करें।
• नई समिति पराली जलाने से सम्बंधित मुद्दों की निगरानी करेगी और उसे रोकने के लिए आवश्यक कदम उठाएगी। इसमें सभी राज्यों के मुख्य सचिवों के साथ-साथ नेशनल कैडेट कोर (एनसीसी), राष्ट्रीय सेवा योजना और भारत स्काउट्स की सहायता मिलेगी। पैनल 15 दिनों के भीतर शीर्ष अदालत को पराली जलाने पर अपनी रिपोर्ट प्रस्तुत करेगा।

अंतर्राष्ट्रीय गरीबी उन्मूलन दिवस

• अंतर्राष्ट्रीय गरीबी उन्मूलन दिवस हर साल 17 अक्टूबर को विश्व स्तर पर मनाया जाता है। दिन का उद्देश्य दुनिया भर में, विशेष रूप से विकासशील देशों में गरीबी और उन्मूलन की आवश्यकता के बारे में जागरूकता बढ़ाना है।
• 2020 थीम: "Acting together to achieve social and environmental justice for all"
• "सभी के लिए सामाजिक और पर्यावरणीय न्याय प्राप्त करने के लिए एक साथ अभिनय करना"। इस वर्ष इस दिवस का विषय सभी के लिए सामाजिक और पर्यावरणीय न्याय प्राप्त करने की चुनौती से सम्बंधित है।
• इस वर्ष General Assembly यानी महासभा द्वारा इस दिन के घोषणा की 27 वीं वर्षगांठ है, 22 दिसंबर 1992 के 47/196 के संकल्प में, 17 अक्टूबर को गरीबी उन्मूलन के लिए अंतर्राष्ट्रीय दिवस के रूप में चिह्नित की गई है। इस साल फादर जोसेफ रेसिंस्की द्वारा कॉल टू एक्शन की 32 वीं वर्षगांठ को भी चिन्हित किया गया है - जिन्होंने अत्यधिक गरीबी को मात देने के लिए 17 अक्टूबर को विश्व दिवस के रूप में मनाना शुरू किया - और संयुक्त राष्ट्र द्वारा इस दिन को गरीबी उन्मूलन के लिए अंतर्राष्ट्रीय दिवस के रूप में मान्यता दी गई।

"गुजरात की कोकिला" कही जाने वाली प्रसिद्ध गायिका कौमुदी मुंशी का निधन

• "गुजरात की कोकिला" कही जाने वाली जानी-मानी गायिका कौमुदी मुंशी का COVID-19 के कारण निधन। उन्होंने अपने करियर के शुरुआती दौर में ज्यादातर गुजराती गाने गाए, जैसे 'सच्ची रे मारी सत्रे भवानी माँ' जिनसे उन्हें लोकप्रियता मिली। इसके अलावा उन्होंने 1963 की फिल्म भोजपुरी फिल्म में बिदेसिया में प्रसिद्ध गायिका गीता दत्त के साथ 'नीक सैयां बिन' गाना भी गाया था।
• गायक और संगीतकार कौमुदी मुंशी का जन्म वाराणसी में हुआ था। उन्होंने बनारस हिंदू विश्वविद्यालय से संगीत में कला की डिग्री के साथ अपनी शिक्षा पूरी की। उन्होंने सिद्धेश्वरी देवी और ताज अहमद खान जैसे दिग्गजों से प्रशिक्षण लिया था। मुंबई शिफ्ट होने के बाद, उन्हें ऑल इंडिया रेडियो के लिए एक ऑडिशन में चुना गया। उसी दौरान उनकी मुलाकात ऑल इंडिया रेडियो से जुड़े संगीत निर्देशक निनु मजूमदार से हुई थी, जिनसे उन्होंने बाद में शादी कर ली थी।

 बिहार के पंचायती राज मंत्री कपिल देव कामत का निधन

• जनता दल (युनाइटेड) के वरिष्ठ नेता कपिल देव कामत, जो बिहार के पंचायती राज मंत्री के रूप में सेवारत थे, का निधन C-19 के कारण हो गया।
• वे मधुबनी जिले, बिहार में बाबूबरही विधानसभा क्षेत्र से जेडीयू विधायक थे।

कॉन्स्टेंटिना डिटा होंगी हाफ मैराथन चैंपियनशिप ग्डिनिया 2020 की एम्बेसडर

• रोमानिया की 2008 ओलंपिक चैंपियन कांस्टेंटिना डिटा (Constantina Dita) को विश्व एथलेटिक्स हाफ मैराथन चैंपियनशिप ग्डिनिया (World Athletics Half Marathon Championships Gdynia) 2020 का एम्बेसडर चुना गया है। विश्व एथलेटिक्स हाफ मैराथन चैंपियनशिप 2020 को पहले पोलैंड के ग्डिनिया में 29 मार्च 2020 के लिए निर्धारित किया गया था, लेकिन कोरोनोवायरस महामारी के कारण इसे 17 अक्टूबर 2020 तक स्थगित कर दिया गया था।
• वर्ल्ड हाफ मैराथन चैंपियनशिप के आठ संस्करणों में डिटा ने प्रतिस्पर्धा की और इस प्रक्रिया में सात पदक जीते, जिससे वह इस आयोजन के इतिहास में सबसे सफल एथलीट बन गई। 2005 में एडमोंटन में उनकी दोहरी जीत, व्यक्तिगत और टीम स्वर्ण पदक जीतना, उनके करियर का मुख्य हिस्सा है। इसके अलावा उन्होंने 2008 में बीजिंग, चीन में ओलंपिक खेलों में मैराथन स्वर्ण पदक भी जीता है।

Union Education Minister launched “KAPILA” Kalam Program

• Union Education Minister, Ramesh Pokhriyal ‘Nishank’ has virtually launched the campaign ‘KAPILA’, which stands for Kalam Program for Intellectual Property Literacy and Awareness campaign on 15th October 2020. The day was launched in honour of 89th birth anniversary celebration of former President Dr APJ Abdul Kalam.
• Through the campaign, the government will spread awareness through educational programs about the importance of patenting an invention, to lead India towards self-reliance. In order to promote awareness in the field, the Ministry has decided to celebrate the week from 15 to 23 October as ‘Intellectual Property Literacy Week’. Various awareness programs will be organised to create awareness about the system and the importance of the process of applying for a patent.

 Banking and Economy

GoI to borrow Rs 1.1 lakh crore to meet shortfall of GST compensation

• The central government will borrow Rs 1.1 lakh crore under the special window to meet the shortfall of Goods and Services Tax (GST) compensation. Under the Special Window, the estimated shortfall of Rs 1.1 lakh cr (assuming all States join) will be borrowed by Government of India in appropriate tranches. The borrowed amount will be passed on to the States as a back-to-back loan in lieu of GST Compensation. This will not have any impact on the fiscal deficit of the Government of India.
• The amounts will be reflected as the capital receipts of the State Governments and as part of the financing of its respective fiscal deficits. This will avoid differential rates of interest that individual States may be charged for their respective SDLs and will be an administratively easier arrangement. The govt also clarified that the General Government (States+Centre) borrowings will not increase by this step. The States that get the benefit from the Special Window is likely to borrow a considerably lesser amount from the additional borrowing facility of 2% of GSDP (from 3% to 5%) under the Aatma Nirbhar Package.

SC appoints former judge to monitor steps to prevent stubble burning

• The Supreme Court has appointed Justice Madan B Lokur, a former judge of the apex court, as a one-man monitoring committee to prevent stubble burning in the states of Punjab, Haryana and Uttar Pradesh, amid rising levels of pollution in the national capital and adjoining regions.
• The bench also directed court-appointed Environment Pollution Control Authority (EPCA) and chief secretaries of Haryana, Punjab and Uttar Pradesh to help the Lokur panel with physical surveillance of fields to check instances of stubble burning and other related matters.
• The new committee will monitor the stubble burning and take preventive steps. It will get assistance from chief secretaries of all states as well as National Cadet Corps (NCC), National Service Scheme and Bharat Scouts. The panel shall submit its report on stubble burning within 15 days to the apex court.

• International Day for the Eradication of Poverty is observed globally on 17 October every year. The day aims to raise awareness of the need to eradicate poverty and destitution around the world, particularly in developing countries.
• 2020 Theme: “Acting together to achieve social and environmental justice for all”. The theme for the Day this year addresses the challenge of achieving social and environmental justice for all.
• This year marks the 27th anniversary of the declaration by the General Assembly, in its resolution 47/196 of 22 December 1992, of 17 October as the International Day for the Eradication of Poverty. This year also marks the 32nd anniversary of the Call to Action by Father Joseph Wresinski — which inspired the observance of October 17 as the World Day for Overcoming Extreme Poverty — and the recognition by the United Nations of the day as the International Day for the Eradication of Poverty.

“Nightingale of Gujarat” Kaumudi Munshi passes away

• The “Nightingale of Gujarat”, Kaumudi Munshi passed away due to C-19. During the early stage of her career, Munshi sang mostly in Gujarati, gaining fame with songs like ‘Sachi re maari satre bhavani maa’. The singer also sang Bhojpuri songs, for the 1963 movie Bidesiya she sang ‘Neek Saiyan bin’ with renowned singer Geeta Dutt.
• Singer and musician Kaumudi Munshi were born in Varanasi. She completed her education with an arts degree in music from Banaras Hindu University. She trained under the likes of Siddheshwari Devi and Taj Ahmed Khan. After shifting to Mumbai, she got selected in an audition for All India Radio. This is also where she met and later married Ninu Mazumdar, a music director associated with All India Radio.

 Bihar Panchayati Raj Minister Kapil Deo Kamat passes away

• The senior Janata Dal (United) leader Kapil Deo Kamat, who was serving as the Panchayati Raj Minister of Bihar, passed away due to C-19.
• He was a JDU MLA from Babubarhi assembly constituency in Madhubani district, Bihar.

Constantina Dita named ambassador for Half Marathon C’ships Gdynia 2020

• Romania’s 2008 Olympic champion, Constantina Dita has been named an ambassador for the World Athletics Half Marathon Championships Gdynia 2020. The 2020 World Athletics Half Marathon Championships, originally scheduled for 29 March 2020 in Gdynia, Poland, was postponed until 17 October 2020, due to the C-19 pandemic.
• Dita competed at eight editions of the World Half Marathon Championships and earned seven medals in the process, making her one of the most successful athletes in the history of the event. Her double victory in Edmonton in 2005, taking individual and team gold medals, remains one of the highlights of her career.
• She won the marathon gold medal at the 2008 Olympic Games in Beijing, China.
